This research is to study the effectiveness of the policy “Indigenous Peoples Language Skill Certification Procedure” declared by the Council of Indigenous Peoples, Executive Yuan to the indigenous students in Taiwan. The junior high department and high school department students of Lai-Yi High School, Pingtung County, Taiwan was chosen as the study subject in this research. Research was done using questionnaire. Obtained data was validated and analyzed statistically and conclusions and suggested was made. Study shows that
(1) Most students’ family are socio-economic, which means their parents engage in low-income career and have lower educational degree.
(2) More than 3/4 students using mandarin as major communication language. Comparing to their parents, the inheritance of indigenous language shows a huge gap in this new generation.
(3) Regardless their family socio-economic status, the informational source of recognition of “Indigenous Peoples Language Skill Certification Procedure” mainly from school. Men are more agree than women on the procedure will bring more benefit on higher educational degree and career pursuing in the future.
(4) Students from lower socio-economic family having lower passing ratio on certification test.
(5) Students have high recognition on the policy having higher passing rate.
They are only about 11% high school department students of Lai-Yi High School benefitted by the Indigenous Peoples Language Skill Certification Procedure policy. Although who passes the certification can add an extra 35% more score to help them to get into better school, most indigenous students are suffering economic pressure. Thus, most of them would choose entering labor market instead of pursuing higher education level after graduation. In addition to help them get into higher education level, it would be more practical if the certification policy can also emphasis on helping them to get better job if they’re under economic pressure.
