以策略管理的觀點探討地方政府資源回收與垃圾減量的個案執行績效-以宜蘭縣大同鄉為例

［中文摘要］
宜蘭縣素以環保立縣，然而所轄原住民鄉之大同鄉因面臨諸多困境，回顧2003年以前，環保業務執行績效不彰，然而做好原鄉環保是台灣未來發展的希望，因此本研究期以策略管理觀點以大同鄉為個案研究之對象，探討原住民鄉執行資源回收與垃圾減量政策的績效，以及可能面臨的困難及挑戰，期以提供公部門的公共管理者在應用策略管理的架構，於實際政策方案推動過程的參考依據。
本論文以策略三角（VCS）探討策略管理的理論意涵及概念；其次針對公共價值的創造進行分析；再者針對公部門組織能力建立-學習型組織理論意義及特質進行探討，另針對公部門支持資源的獲取與整合提出說明及討論，並對大同鄉透過推動資源回收和垃圾減量政策推動過程中，以利害關係人為訪談對象，透過整理、分析及歸納，企圖瞭解大同鄉在推動過程之策略管理的內涵。
本研究之目的係試圖以策略管理的理論，透過資源回收與垃圾減量之個案的研究，企圖瞭解策略管理在公共組織推動時的過程獨特性及重要性，裨益於深入瞭解公共管理者在決策制定過程，如何透過此方式將政治支持及行政資源作有效的運用，以達到政策目標及問題解決的目的；另一方面，則進一步探討原住民鄉執行之經驗與啟示，提出建議結論。
最後針對研究結果，提供未來相關公共管理者或針對少數族群及偏遠地區研擬策略規劃之相關建議，期能為原鄉地方機關工作新的里程碑，亦開啟了原鄉因推動環境保護的政策，成功創造公共價值的願景。

［英文摘要Abstract］
Yilan County has always put environmental protection as top priority, yet the people of Datong Township faced several difficulties. Prior to 2003, effects of environmental protection are not significant. However, preserving the ecological balance of each local district is the hope of Taiwan’s future development. Therefore, this research utilizes Datong Township as the research subject of strategic management and we investigate the administrative efficiency of recycling and waste reduction policy and possible challenges in the future to provide reference to the managers of public sectors in their application of strategic management.
This research utilizes strategic triangle (VCS) to investigate the conceptual meanings and ideas behind strategic management. In addition, its contribution to public value is analyzed. Furthermore, the organization capability of public sectors is studied – the meaning and characteristics of learning organization is investigated, with specific elaboration on the resource support and integration of public sectors. Through interview of relevant parties, integration, analysis and categorization, we attempt to understand the connotation of strategic management in the execution of recycling and waste reduction policy of Datong Township.
This research attempts to understand the uniqueness and importance of strategic management in the execution of public organizational policies through case study of recycling and waste reduction policy; in addition, the decision making process of public mangers in their application of strategic management to achieve the goal of strategic target and problem solving is analyzed to provide feedback, suggestion and revelation on the execution of aboriginal township in regard to these policies.
The research findings hopefully can provide suggestions to strategic planning of remote areas or districts of minorities. The hope is that new milestones can be erected for the local administrative agencies and be an impetus for environmental protection policies that will provide public value for the future.
