本研究主在分析美國、加拿大、日本等國執行海難救助之作業現況，針對搜救機制、救助能量、救難程序、救難設備、指揮協調、人員訓練及民間資源運用等議題，探討我國海岸巡防署執行海難救助現存問題，進而提出因應之道。



本研究顯示，我國海岸巡防署執行海難搜救機制存在的問題，主要有無專屬之專業救難艇及救難飛機、通訊裝備無法與其他機關構網聯繫、與各機關隸屬及層級不一，指揮協調不易，再加上缺乏詳細的海象及水文資料、欠缺搜救與救護技術、民間搜救資源未能有效運用，實待檢討精進。未來海岸巡防署應積極提昇海難搜救能量、健全整體搜救機制、培育專業搜救人才、建構專業救助設備，建立一套完整的海事安全資訊與救護系統，以降低海難事故，確保人民生命、財產安全。

This study concentrates on analysis of marine rescue performance in modern U.S, Canada, and Japan… etc. Discuss topics about rescue mechanism, rescue energy, rescue procedure, rescue equipment, commanding cooperation, employee training and civil resource assignment. Moreover, this study tries to figure out the problems which the Coast Guard Administration in Taiwan faces now and the way to solve it.



This study shows that the main problems of implementation marine rescue of Coast Guard Administration in Taiwan are lack of professional rescue ship and craft, communication equipment can not connect to other institutions network, level and subordination are different to other institutions, difficulty of commanding cooperation, lack of detailed marine data, lack of rescue technique and civil rescue resource does not be used effectively, there is still a plenty room for improvement. The Coast Guard Administration should aggressively improve marine rescue energy, complete rescue mechanism, educate professional rescuer, construct professional rescue equipment and built up a complete marine safety information and rescue system to reduce marine accident, and protect the safety of civilian’s life and property in the future.
