現代社會發展經歷後現代文化、數位化技術、全球化擴張，使得原住民族

發展的視野與傳統的發展典範差異擴大，但也同時綻放可以承載再發展生存機

會。然而原住民卻仍然處於傳統發展的想像，其發展體質和條件也完全無法因

應當前最新趨勢的變動。由於種種不利的條件和困境所累積出的問題，使得原

住民部落社區產生發展的危機。

政府推動社區總體營造十餘年，對台灣地方社區發展已具正面意義，然而

原住民部落營造大部份的部落仍處在起步型與潛力型的發展階段，而發展達到

成熟型階段的部落較少數，究其原因不外乎社造組織不健全，社造人才缺乏，

民眾因家庭生計問題及社造理念認知不足致參與意願低，政府資源分配不均，

專業培力不足，導致社造無法正常運作影響部落的發展。

筆者以寒溪部落為研究背景，探討原住民部落面臨的發展危機，以「社區

總體營造」的理念，做為部落發展的可能，並以所處山林天然資源和豐富的傳

統文化做為發展的資本，試圖以社區總體營造的運作機制發展部落生態觀光旅

遊，以厚植部落經濟資本，進而轉換為文化資本及社會資本，在經濟、文化及

社會資本相互轉換過程，使部落的發展能向上流動。筆者針對上述研究發現，

建議應採取以下執行策略方案以為因應：

１、透過部落社區總體營造的運作機制，提昇部落發展的體質。

２、提昇原住民部落文化產業品質，創造開發部落經濟的生機。

３、以國家、社會及部落等三方作為，規劃發展部落生態旅遊。

４、健全部落社區總體營造組織系統，推動部落營造各項計畫。

The development of modern society went through the modern culture﹑digital technique and the expand of globalization,which made the differences between the view of aborigine’s development and the paragon of traditional development.But it can also shows the chance to a second development.However,the aborigines are still stay in a imagine of traditional development,and their developmental terms can’t answer the latest change.All sorts of disadvantageous terms and problems made the aboriginal tribal society face a developmental crisis.

The government had launched a community overall planning campaign for more than ten years,and it has made a positive affection in Taiwan’s communities.However,most of the aboriginal community overall planning is still stay in a beginning stage or a potential stage;only a small minority of aboriginal community stay in a mature stage.What led to the above-mentioned appearances are the not well organized of community overall planning﹑the lack of manpower and professional empowerment﹑the problem of the presidents’ livelihood, and an unfair resource distribution;the concept’s cognitive deficit also cause a low aspiration to participate the campaign.

The author used the Han Si tribe as the background to research on the crisis which Taiwan’s aboriginal tribe face.Use the concept of community overall planning as the possibility to do the tribal development.And use the plentiful mountain resourse and rich traditional culture as its development capital,then use the community overall planning’s operate mechanism to develop the tribes’ eco-tourism and to accumulate the tribes’ economical capital then transfer it into cultural capital and social capital.In the transformation of between economical capital﹑cultural capital,and social capital,the tribal development advanced upward.The author aim at the above-mentioned subjects made a suggestion to answer the problems:

1. Use the community overall planning’s operate mechanism to promote the

tribes’ terms of tribal development.

2. Promote the quality of aboriginal tribe’s cultural industry and create the

opportunity of develop tribe’s economy.

3. Plan the development of tribal eco-tourism by the cooperation of government﹑

society,and tribes.

4. Improve the tribal community overall planning’s organized system and

promote all kinds of tribal development plans.
