台灣地區「安全社區」發展的經驗與啟發-以阿里山安全社區為例

摘要

台灣地區近年來積極推動「安全社區」營造,阿里山、東勢、豐濱和內湖等四個社區先後獲世界衛生組織安全推廣協進中心認證,正式加入國際安全社區網。其中嘉義縣阿里山南三村(山美、新美、茶山),僅次於加拿大乃全球第二,亞洲第一個原住民安全社區。本文旨在以阿里山南三村的國際安全社區營造經驗為例,剖析其「網絡治理」的原則與道理所在,回顧與整理其發展經驗,以及其所具有的啟發意義。本文研究發現:

一、 從研究發現,「安全社區必須具備一個基於夥伴和合作關係,由負責推動社區安全促進工作的跨領域團體來指揮的基礎架構」指標,與新公共事務管理領域所側重的「網絡治理」是相符的。

二、 安全社區營造實係藉「網絡治理」的途徑與機制,在議題基礎上(issue-based)建構談判、協調與執行網絡,尊重社區文化,推動自律公約的訂定與遵守,亦從互動與方案設計及執行過程中,謀求共識,亦且合作達成培養信任,共同致力於社區培力、有效資源配置與居民參與學習的「自律自覺」(self-regulation)過程。

三、 以台灣原住民地區主要死因中「意外事故」一直居高不下,係因地處偏遠,若突發性的意外事故傷害發生,則可能因醫療及緊急救護動援不易,而造成更大的損失,因此,實有必要透過安全社區網絡的建立來重新整合社會資源,集合政府單位及民間團體的力量,創造出更安全的社區生活環境。

The experience and the inspiration of Taiwan,s “safe community” development: An Ali Mountain safe community case



Abstract

In recent years, Taiwan area has been aggressively promoting the buildup for “safety community”. Four communities like Ali Mountain, Dongshih, Fongbin and Neihu were certified by WHO Collaborating Centre on Community Safety Promotion respectively and officially joined the International safety community network. Among them, there are three villages south of Ali Mountain “Shan Mei, Hsin Mei and Tea Mountain” in Chiayi County, rated second only to Canada, and the first indigenous safety community in Asia continent. This thesis intends to explore and analyze principles and reasons behind “Network Governance” from international safety community buildup experiences for these three villages south of Ali Mountain, in addition to reviewing and compiling their development experiences in the revelation sense. And the findings from this thesis pointed to: From the research perspective, targets like “safety community must possess foundation based on partnership and cooperation, and this should be the foundation structure directed by groups responsible of promoting community safety so as to enhance cross-domain projects”, are consistent with that of “Network Governance” emphasized by the new public affairs management domain.

Safety community buildup is really going through the routes and mechanism unique for “Network Governance” in addition to issue-based configured negotiation, coordination and network execution, so as to honor the community cultures and promote the prescription and abiding for self-disciplinary contracts. Alternatively, it also seeks consensus from the execution process for the interaction and project design in addition to reaching the goal of cultivating mutual trust through collaboration. And this also can be viewed as “self-regulation” process for joint efforts focusing on doubling the community strengths, effective resource allocation and inhabitant’s participation and learning.

Since the “accidental death” in main causes of fatality for indigenous has been staying high on the chart, this could be caused by the far and hard-to-reached locations. While sudden accidents do occur in addition to difficulties from medical and emergency responses, therefore the loss could be even greater in reality. Hence, it is absolutely necessary to establish reorganized societal resources through safety community networks, entailed with joint strengths from governmental and civil organizations so as to create much safer living environment.
