92年政府設置原住民「部落圖書資訊站」,創造偏鄉數位機會推動計畫,以縮減原住民數位落差。

為了了解部落圖書資訊站在推動縮減數位落差實際執行現況,本研究以高雄縣設置的3處「部落圖書資訊站」為研究對象,以探索性研究方法,,採田野調查、面訪和電訪,並以數位落差衡量指標中的資訊近用、資訊素養、生活應用三個構面做為分析基礎,來評估與分析部落圖書資訊站。

本研究結果顯示,部落圖書資訊站的設立,增加了原住民部落地區居民資訊近用的機會。然而,結果也顯示部分原住民部落地區,原住民繼續學習的意願不高,並且部落圖書資訊站在永續經營方面資源缺乏。

To minimize the digital divide impact for the indigenous, Taiwan government initiated the program of indigenous tribal libraries and information stations in 2003.

To understand the results of the program, this exploratory study had analyzed, with the help of field investigation, face-to-face interviews, and telephone interviews, three indigenous tribal libraries and information stations in Kaohsiung County based on the dimensions of information access, information literacy, and information use.

The results show that the program has increased the information access opportunities for the indigenous near the indigenous tribal libraries and information stations. However, the study also reveals the programs failed in areas where indigenous people had low aspiration to learn continuously and where continuous supply of resources in sustaining the indigenous tribal libraries and information stations was interrupted.
