屏東縣屬南北狹長縣市，西半部多為平原及丘陵，東半部則多為山地，交通較為不便，因地形南北狹長，故影響災害防救效率。近年來，颱風豪雨災害頻仍，山地部落易因道路、通訊及電力中斷，而造成對外聯繫中斷，致使無法得知當地民眾之安全情形。

本研究以屏東縣霧台鄉好茶村之防災效益為研究議題，利用問卷調查來瞭解實際從事防救災工作人員、山地鄉公所及民眾對山地部落災害防救需求之差異。由分析結果可知，在道路中斷問題上，無論是災時應變或災後復原，民眾與公務單位認同間有落差，而且道路中斷問題為民眾較不滿意。另在災後復原階段，民眾對於公務單位之災後檢討及災後重建計畫也偏向較不滿意，然而公務單位對於此部份卻較偏向大致認同，故此部份亦為屏東縣公務單位應該努力之方向。

Pingtung County is long and narrow in both north and south directions. The western half contains plains and knolls while the eastern half is a mountainous region. Transportation is inconvenient and influences the efficiency of disaster rescues. In recent years, typhonic torrential rain disasters have occurred frequently and regional mountain tribes have been unable to know the local safety situation because roads, communication lines, and electric power have broken down..

This study measured the benefit of a natural disaster rescue using Howtsua Village in Pingtung County as a subject for examination. A questionnaire survey was used to investigate the difference in demand for disaster rescue for those who were engaged in disaster relief, the staff of a mountainous region township government unit, and the populace in the regional mountain tribe. After analysis, the questionnaire data indicated that road- breakdown recognition was different for the populace and official units, with low populace satisfaction. In addition, although the official units had approved the proposed plans, the results showed that the populace did not satisfactorily review the government disaster recovery proposal. Therefore the Pingtung County official unit should be more diligent with training.
