太魯閣國家公園與當地原住民之間互動型態轉變之研究





太魯閣國家公園與當地原住民之間長久以來都處於衝突和對立的情況,過去一年來,在處理原住民相關事務的態度與做法上,有相當大的改變。本研究以文獻蒐集,並針對太魯閣國家公園、當地原住民、與學界等三方面的主要當事人進行訪談,再經由實際參與式的觀察,歸納出「砂卡礑步道正名」、「舉辦原住民文化系列講座」、「國家公園部落地圖研習班」、「人與自然館的籌設」、「把人找回來-在地參與自然資源管理的出版」、「共管研究計劃案之進行」、「籌備原住民文化發展諮詢委員會」、以及「第二次通盤檢討變更提案」等八項重要的事蹟。在此八項事蹟的過程中,發現雙方互動的內容與態度均異於以往,大致上態度是屬於積極、自約與互相尊重的。而互動的內容亦朝向邀請原住民共同參與的方向進行,甚至太管處已嘗試釋放策劃性工作。在稍具經驗後,目前太管處正朝向將原住民相關事務納入經營管理的項目與制度化而邁進。為促進太管處與原住民雙方的關係更為良好,與導正國家公園在歷史文化意函上的經營方向,本研究建議太管處除了延續二○○一年所從事與原住民相關之事務及其態度外,更建議規劃與制訂原住民政策與管理辦法;設立專責、專職單位,處理原住民相關事務;當地原住民應成立橫向之溝通機制;且雙方均應改善認知與態度,以及改善溝通之機制與能力。

The Study in Interaction Chang of Taroko National Park and Native People





As other similar national parks in the world, Taroko National Park exists problems with local native people. However, there were many activities and cases conducted by Taroko National Park headquarter in past one year, for example: recovered original aboriginal name to a trail and interpreted it in aboriginal related information; initiated series aboriginal culture lectures which planed and executed by aborigines; initiated National Park aboriginal mapping training; invited aborigines to involve the management of cultural resources; published a book related local residents participate resource management; began to study the co-management issue; and intended to organize an aboriginal culture advisory council as a bridge between national park and local aborigines; The revised alternative of the Second Comprehensive Evaluation, and so on. Through references, face to face interview and participating observation, the study discovered that the interaction of Taroko national park and native people had changed in terms of contents and bilateral attitudes. Such changes should be able to improve original relations. In order to facilitate the future interaction, the study suggested headquarter to set a particular unit or designate a personnel of particular position to charge and negotiate related aboriginal affairs inside and outside of Taroko National Park headquarter.
