本研究利用文獻法及實際參與法以台東縣莿桐部落發展生態旅遊產業之運作，建立以社區營造之方式推動部落產業發展，其目的為：

一、調查評估其非人力可運用之人文與生態資源。

二、整理部落各相關可執行之人力資源。

三、以社區組織為產業推動執行的企業單元，整合非人力資源與人力資源，規劃系列的旅遊行程與地方特色產品，推動發展其生態旅遊產業。

本研究根據生態旅遊的經營管理思維，強調社區由下而上的社區參與模式，藉由當地豐富的資源引進對環境影響較低的生態旅遊活動，結合在地文化特色盼能推動地方產業經濟與環境保育的平衡發展。本研究經由社區居民實際操作利用在地文化素材、現有資源及可執行的方法逐歩開始，在活動參與中學習成長及對自己建立自信，透過帶領遊客的遊程活動內化生態旅遊的原則與確實執行，從迎賓、舞蹈、風味餐、工藝、解說、體驗等活動，連結部落人力與創造部落經濟，讓莿桐部落有自主運作的能力，不僅提供就業機會，發展地方產業更促使部落民眾主動參與、凝聚共識。

This study set upped community empowerment methods for promoting the development of tribal enterprises by literature reviewing and participating the operation of the development of the ecotourism of Chi-Tong tribe at Taitung County physically. The three purposes of this study are investigating and evaluating ecological resources and human affairs that can not be applied by human power, adjusting correlating executable human power resources, and using community organization as an enterprise unit of pushing and executing enterprise to integrate human and non-human power resources, planning series of tourism schedule and local unique products, pushing and developing its ecotourism enterprises.

This study based on the thoughts of running and managing of ecotourism to emphasize bottom-up community participating model, introduce low environmental affecting ecotourism by local abundant resources, and combine local unique features to balance the developing of local enterprise business and environmental conservation. Via physically operating by using local literature materials, available resources, and practical methods this study lead community residents to begin their studies step by step, learn maturing and setting up self-confidence via attending activities, internalize ecotourism principles and actually execute them via guiding tourism activities. Linking tribal human power and creating tribal economy, and making Cih-Tong tribal have its ability of independent running via activities of welcoming customers, dancing, local flavor foods, handicrafts, explanation, and experiencing firsthand will not only offer job opportunities, develop local enterprises but also push attendance of tribal residents’ own accords and concentrate common consensus
