藍鼎元經營臺灣之研究 The management of Ding Yuan, Len in Taiwan

[ 摘要 ]

撰寫本論文的主要目的在於探討藍鼎元如何藉著隨軍來臺平亂的機會,走訪臺灣,並了解臺灣的需求,進而在自己的學養基礎之下形成經營臺灣理念。並進一步了解藍鼎元經營臺灣理念的內容,並分吏治、軍事、民政、番政及開發建設等五方面分項闡述,以期了解當時臺灣的社會現況及藍鼎元經營理念內容的適切性。接著探討藍鼎元的經營臺灣理念加以分析評述,以了解他的理念對清廷治臺政策的影響及貢獻。

本文共分五章:

第一章「緒論」,說明研究動機、問題、目的、範圍與方法,同時進行文獻上的探討。

第二章為「藍鼎元經營理念之形成背景」分析藍鼎元家世,說明藍鼎元生平,並進一步探討藍鼎元的師友交往背景,在族兄藍廷珍的帶領至臺平亂,使得藍鼎元能提出他經營臺灣的理念。

第三章「藍鼎元經營理念之內容」分別就吏治、軍事、民政、番政及開發建設等五個方面,論述藍鼎元對經營臺灣的理念。

第四章「清廷對藍鼎元經營理念的實踐」就吏治、軍事、民政、番政及開發建設等五個面向,提出清廷對藍鼎元經營臺灣的理念的接受情形,及其日後的發展。如「遷民劃界」以及「臺鎮移澎」就能在上書後得到有關官員的支持,進而在清廷的首肯之下而得到良好的結果;但有些理念因牽涉到當時的清廷政府的執政迷思,而未被當時的清廷接受,例如「築磚城」及「渡臺禁令」,但隨著社會需求的壓力及政治現實的改變,直到乾隆時期才能逐漸接受藍鼎元的觀念;有些理念則是牽涉到人心及社會文化,如「嚴賞罰實」及「誠信立法」等方面則是不分古今中外,都不能徹底解決的。

第五章「結論」藍鼎元就他自己的親身經驗所提出的經營臺灣的理念:

在吏治方面,他主張應誠信立法,並依據官員的表現嚴賞實罰,並倡厚奉祿以獎廉能,但一時國家經濟困難,不能馬上辦到於是建議再辦官莊。

而在軍事方面,他反對臺灣總兵移鎮澎湖,添兵擴防是對臺灣治安積極維護的策略,而行保甲團練是不得已之下的選擇。而在築城的建議上,如要建城,一定要包括民居及文武衙署、倉庫監房。在築城的材料上他認為就是用灰砌磚築。

在民政方面,他反對遷民劃界,另外他主張廣設義學,普及教育。另外藍鼎元走訪全臺,了解當時臺灣仍有一些不良的習俗,需要徹底改善。

在番政方面,他認為治理番族的方式主要為:以番和番及開放荒地,鼓勵開墾;其次要為原住民創造一個安定的生活環境

在開發建設方面,他主張增設郡縣,並且主張積極開發,廢除渡臺禁令,鼓勵攜眷入台,藍鼎元還極力主張清廷應當有計劃有組織地去開荒拓土。

藍鼎元所提出的經營臺灣的理念,經過不斷的上書,立論,使得許多當時在臺官員甚至雍正及乾隆兩位皇帝都能接納藍鼎元的建議,或間接受藍鼎元經營臺灣理念之影響。因此,藍鼎元是清前期從統一臺灣的施琅到清後期全面振興臺灣的臺灣巡撫劉銘傳之間承上啟下的重要人物,在臺灣開發史上具有重要地位。

The main goal of this thesis is to discuss Ding Yuan, Len affiliation to accompany the armed forces which puts down a rebellion, visits Taiwan, and understood Taiwan the demand, then formed the idea of managing Taiwan under his own theory. Furthermore let us understand the content and the idea of how Len manages Taiwan, dividing authorities into government officer, the military, the civil administration, the politics and the development construction. These five aspects sub-items elaborated, in order to understand Taiwan''s social present situation during that time and the advisability of Lan management idea. Then, we will analyze and narrate Len about his idea of managing Taiwan, understanding how his idea governed Qing government of managing Taiwan and made contributions. This article altogether is divided into five chapters.

Chapter 1: The Introduction. It shows the research motive, the question, the purpose, the scope and the methods. Simultaneously, we construct the foundation of this article by the discussion of the literature.

Chapter 2: The Context of Len’s Management. We collected the correlation data of Len family’s background to present Len’s biography. After the Len’s partner put down the rebellions, the Len broached the idea of managing Taiwan. The Formation of Len’s Management Idea. It is discussing about Len’s growth environment and his association between teachers and friends.

Chapter 3: The Ideas about Len’s Management. It discusses about the content of his ruling, according to government officer, military, civil administration, policy to aborigines, development, etc.

Chapter 4: The Qing Dynasty’s Action about Len’s managing ideas. According to government officer, military, civil administration, policy to aborigines, development etc, Qing Dynasty’s acceptance and development through out the years.

Chapter 5: Conclusion. Some of Len’s thoughts are supported by government officer at that time; however it is not accepted by Qing Dynasty. It’s just because of involving the mystique of the Qing Government. Gradually, they accept Len’s concept due to the pressure of society demand and the political pressure. Therefore, Len plays an important role in the development of Taiwan’s history.
