原住民學童希望工程與中華電信企業志工協力關係發展之研究 Development of collaboration between Hope-Program for aboriginal school children and Chunghwa Telecom corporate volunteering

公私協力是達成永續發展的策略主流,惟在企業公民意識覺醒下,多數企業願意以社會投資的角度參與公共事務,分享企業的價值,一起協助解決社會問題。
「原住民學童希望工程」是電信員工林慶美自1987年起主動發起,贊助原住民學童就學的非正式組織,迄今已逾20年,與中華電信有綿密的發展淵源,不同階段因應不同事件,已建立了不同程度的非正式協力網絡關係,更成為中華電信推動企業社會責任及企業志工的重要基礎之ㄧ。自2006年起,合力辦理原鄉學童台北知性之旅公益活動,雙方夥伴關係的「正式化」更邁進一步。
本研究透過文獻分析、深度訪談及初始資料整理等方法,探討協力關係的建立、互動型模及不同程度的發展等。從個案的研究分析結果,反映出時下公共參與的真實。
本研究發現:一、希望工程為原鄉學童啟動無限的發展契機;二、創造一種具CSR的新企業文化是中華電信推動企業志工服務最大的挑戰;三、公共參與的協力主體不限於公、私部門的結合,凡在互信基礎上,共同為永續發展努力,提升生活品質的協力關係,亦可拓展至私人組織之間的結合。本研究的貢獻在於建立私部門與私部門協力關係的互動模式。

Public-private collaboration is a main policy to achieve sustainable development. However, by the corporate civil awareness, most corporations are willing to participate in public affairs by their social investments, to share business values, and to assist in resolving social problems.

The Hope-Program for aboriginal school children, an informal organization, was founded by one of the telecom employees Lin, Chin-Mei in 1987. Aboriginal children are sponsored by people of the Hope-Program to maintain the education in school without interruption. Confronted by different events at different stages together, the Hope-Program and Chunghwa Telecom (CHT) have established a continuous informal network accordingly. This relationship is also a very important base for Chunghwa Telecom to fulfill Corporate Social Responsibility (CSR) and corporate volunteering. Since 2006, with the cooperation of “Aboriginal children‘s Taipei summer camp,” their informal cooperative relationship has progressed towards a formal one.

Through literature review, in-depth interview and original filed data, this study explored the establishment of collaborative partners, the inter-action model of collaboration, and different levels of collaboration, and aim to reflect the current situation of participation in the public affairs.

This study found that:
I. The Hope-Program has created many opportunities for aboriginal children.
II. The top challenge for CHT to fulfill CSR and corporate volunteering is how to create a new CSR organizational culture.
III. The exploration of public participation partners expands to private-private model. They are supposed to work together on the base of mutual trust to facilitate sustainable development and to promote human life qualities.
IV. The inter-action model of private-private partnership is created.
