政府將原住民職業訓練,委託非營利組織辦理,冀盼能引進民間的力量,將職業訓練在地化及符合地方產業特性,以發揮原住民職業訓練即時、應變需求,並提高原住民職業訓練的成效。本研究目的主要在瞭解非營利組織參與原住民職業訓練現況、遭遇問題、可行性及未來展望。本研究主要採質性研究,以行政院勞工委員會職業訓練局南區職業訓練中心為轄區,針對93至95年度非營利組織參與原住民職業訓練之主持人及講師為對象,進行深度訪談,同時將深度訪談之資料加以整合、分析。研究結果顯示,非營利組織辦理原住民職業訓練於作業流程及原住民就業輔導資訊暢通仍顯薄弱,與企業、政府、非營利組織間的互動關係,仍有待強化。本研究建議非營利組織應確立於原住民職業訓練角色,同時,透過多元資源網絡,利用政府提供相關資源,並成立諮詢輔導團隊,以提升組織辦理原住民職業訓練成效。

For promoting the effectiveness of indigenous vocational training in Taiwan, the government outsourced the programs to local non-profit organizations which offer indigenous people timely training that matches with local industries’ characteristics and needs. The purpose of the study was to investigate current status, the problems encountered, the feasibility, and the future goals of the indigenous vocational training implemented by non-profit organizations. Qualitative research was adopted for the present study. In-depth interviews were conducted to directors and instructors of indigenous vocational training programs in non-profit organizations that were included in the area governed by the Southern Vocational Training Bureau of Council of Labor Affairs, Executive Yuan. The collected data, therefore, were integrated and analyzed. The results indicated that operational procedures and communications of indigenous employment information are two main weaknesses of non-profit organizations in serving indigenous vocational training. In addition, the relationships with local businesses, government, and other non-profit organizations should be also reinforced. It is suggested that the non-profit organizations should confirm what initiatives to take on their roles as indigenous training providers; meanwhile, to utilize multi-information-network and related resources offered by the government to form a consultation team for promoting the effectiveness of indigenous training.
