在多向度的全球化趨勢中，資訊科技及網際網路的普及，提升全球運轉的效能，而成為全球化的重要推手，故其發展備受重視；復以在全球治理概念形成中，數位治理議題也逐漸浮現，而成為資訊科技全球化所探討核心議題。數位治理雖可提升組織績效，然而，有鑑於權力的不平等，致使產生資源分配不均的問題，其中尤以數位落差最受重視，此現象在弱勢原住民部落更為嚴峻。弱勢團體的數位落差問題，吸引國內外非營利組織的注目與介入，而對於非營利組織介入數位落差議題之研究，目前文獻以夥伴關係最具詮釋力，惟國內目前缺乏充足的實證研究。基此，本研究之目的在於透過夥伴關係，析探非營利組織縮減原住民數位落差之策略。在研究方法上，除次級文獻歸納外，亦擬採深度訪談法，以新竹尖石鄉原住民部落為研究對象。前述研究對象長期來受到耕莘文教基金會的協助，以解決其數位落差問題，故相當符合本研究之問題意識。本研究經由實證資料之分析，希冀提供政策及實務界參考之策略。

Under the diversified globalization tendency, the development of information technology and internet is highly valued, because their popularity has promoted the efficiency of global communication, and thus becomes an important pusher of globalization. Digital Governance enhances organizational performance. However, the issue of inequitable distribution of resources caused by unequal power, especially on the aspect of digital divide, has been emphasized, and this situation happens severely in aboriginal tribes. Digital divide problem of minority groups has drawn the attention and intervention of domestic and foreign nonprofit organizations. The most explanatory document of nonprofit organizations intervening digital divide research now is partnership, but there is still no sufficient empirical study in Taiwan. Therefore, the research purpose is to analyze nonprofit organizations’ strategy for reducing aboriginal digital divide through partnership. For research method, beside secondary data inducing, in-depth interview is also used and research subject is the aboriginal tribe in Jianshih Township, Hsinchu County. This tribe conforms to this research because it has been assisted by Tien Cultural Foundation on the digital divide problem for a long time. This research has been analyzed by empirical data, and hopefully can provide some strategies for political and practical references.
