頭前溪流域原住民保留地內民宿標章評估準則之建立(Development of label criteria for home stay facilities located Within the aboriginal reservation of the Touchien River Basin)

[ 摘要 ]

由於國人休閒意識的抬頭及政府大力推廣觀光旅遊業的情況之下,頭前溪流域原住民保留地內民宿業的發展在近幾年出現快速成長的現象,但在民宿的過度發展之下許多的環境問題已逐漸浮上檯面;以往對於民宿所做的相關研究或評鑑內容中,僅僅偏重經營層面上的問題,忽略了生態環境保育的問題。因此,本研究嘗試以永續發展的目標作為導引,在追求生態、經濟及社會三個層面的永續的架構下建立一套民宿的評估準則。

研究者透過文獻資料整理、訪談、實地觀察與調查等研究方法,對於頭前溪流域、原住民保留地與民宿經營進行背景資料的瞭解與問題的探討與分析後,利用目標導引的系統邏輯思考方式,在生態、經濟及社會層面上提供可行的具體目標、策略及實際作法,並將實際作法轉化為33項的評估準則,並給予配分、評分依據、計算方式及結果判讀的建議。

標章的所代表的意義,主要是用來指導消費者選擇對環境造成較少傷害的產品或服務的一項參考依據。因此,當民宿的評估準則建立完成之後,本研究亦嘗試模擬與標章制度相結合,並建構發展民宿標章時可能涉及的公、私部門、專家學者等不同利害團體彼此間的關係與任務,並對於適用範圍、可能的評估方法、標章如何授與等項目提出建議。

在後續研究上,則是建議未來的研究者對於評估準則的內容能更進一步的進行實證研究、並且發展出民宿標章的諮詢手冊供有意願加入的民宿經營者做為參考。

With the increased level of leisure ideology of Taiwanese people and the active promotion of tourism by the government, the development of home stay facilities in the aboriginal conservation of the Touchien river basin has been growing rapidly in recent years. Nevertheless, the over-development of home stay facilities has resulted in many environmental problems. As previous studies on home stay facilities merely focused on business operation, this study attempts to development a set of evaluation criteria of home stay facilities with consideration of ecological, economic and social dimensions of sustainable development。

The author firstly conducted preliminary study on the background and issues associated with Touchien river basin、aboriginal reservation and business operations of home stay facilities through literature review, interview, field research and survey, secondly utilized object oriented systems thinking approach to provide practical objectives, strategies and approaches from ecological, economic and social perspectives, and lastly, developed 33 evaluation criteria and associated scoring and result diagnosing process.

The main purpose of the label is to guide the consumers to choose environmental friendly products or services. In addition to developing the evaluation criteria for home stay facilities, the study also considers a potential labeling scheme for home stay facilities based on developed criteria, and constructs the relationship and roles of various stakeholders including the government, businesses and experts, during the development of the label of home stay facilities, and provides suggestions on issues such as applicability, potential evaluation methods, and licensing process.

The author suggests that the following researchers may conduct empirical studies on the evaluation criteria, and develop a reference guide of home stay facilities labels for interested operators of home stay facilities.
