萬榮村原住民社區參與林田山林業文化園區發展之潛力與問題之研究(A Study of Potentials and Problems of Wan-Rung village participation in the Lin-Ten-Shan Forestry Cultural Park)

林田山林場在林務局的帶領下力求轉型,以符合國際上對於自然保護區經營的趨勢。上述的轉型期間,林田山曾經規劃為省立公園、文化局亦有意將之規劃為藝術村等型態,然而卻因遭遇種種的阻力而未能成功。其中,林田山鄰近社區—萬榮村有著還我土地的堅持,似乎是這些開發案未能付諸實行的原因之ㄧ。

繁華褪進的林田山社區,要如何再次赳合群力,是否可以同時結合林務局的社區林業政策,成功營造一個具有特色且不失本味的林業文化園區?與鄰近村落萬榮村以是否可以共榮共存,將有賴於一個良好的溝通機制之建立。這個機制最少必須包含居民的參與、政府機關的協助。林田山暨鄰近社區的居民中有部分的人曾經與林田山有著深厚的歷史淵源,或是對於該地有深刻的瞭解。不分產、官、學、民的想法與意見都將在公眾參與論壇中被討論,以謀求林田山林業文化園區的規劃,是能夠符合公眾的期待。另外一部份將以SWOT分析架構,對於萬榮村居民進行個別的深度訪談,在這部份將受訪者的意見歸納並分析。釐清萬榮村參與林田山林業文化園區發展的自身優點、缺點以及外來的機會與威脅。

萬榮村自身的優點主要來自於太魯閣族的傳統文化、當地的產業特色、社區組織多元以及居民對於參與的憧憬。缺點則在於萬榮村社區組織的橫向聯繫不佳、社區居民缺乏溝通機制以及人力素質的問題。外來的機會在於相關主管機關以及其它相關的單位所給予的支持。而外來的威脅在萬榮村與相關單位的溝通問題、土地問題以及建設西寶水力發電廠可能帶來的問題。溝通似乎是萬榮村目前所迫切面對到的問題,當地擁有豐富的資源,如果能夠有良好的溝通機制,應可以促進區域共榮共存的遠景。最後期望透過本研究,能提供給相關單位及地方居民作為參考。

Sustainable development has been regarded as a new paradigm for natural and cultural resources management. However, the goal of sustainable management is not easily achieved. Most natural and cultural resources are still managed by a traditional ‘top-down’ approach that has often failed to sustain the resources they were designed to protect and failed to involve or benefit local people who are most affected by the management proposals. However, most participatory approaches are not theoretically-driven and lack of empirical evidence to evaluate their effectiveness in a specific social, economic, political, and ecological context. Based on a case study of the Lin-Ten-Shan Forestry Cultural Park on indigenous community participation, this paper proposes a framework of community-based participatory forums for sustainable development of the Park. Drawing on a theory of collaborative planning this study provides an in-depth analysis of the management problems of the area and evaluates the effectiveness of a collaborative approach. Second, the study employs SWOT analysis as a framework to investigate the potentials (interior strength and outer opportunities) and problems (interior weakness and outer threat) of participation of the indigenous community in the development of the Lin-Ten-Shan Forestry Cultural Park. Some suggestions based on the findings are made to a more sustainable future of the Lin-Ten-Shan Forestry Cultural Park.
