本文以「土地使用歷史變遷」為研究主軸，南投縣信義鄉雙龍村布農族人昔日以土地為母體文化散居山林的生活型態，到1922年日本殖民政府以外部力量將其移住至此；1945年國民政府為了發展經濟，進而對當地自然資源進行不同程度的開發，土地成為工商業發展的母本；1997年以後，取而代之的是都會商圈之消費機制對本區土地使用方式的影響，使得土地淪為都會商品。布農族人生活型態因此改變；族群生態區位因過度開發而飽受破壞，921地震後，接踵而來的自然災害加速地形結構改變，環境承載力備受威脅。

因此，從歷史變遷的角度來看，土地使用方式對自然與人文環境有深遠影響。未來土地管理政策應從人文生態多樣性觀點考量，確立以土地為主體文化的部落發展型態：

1.以森林防災之觀念建立土石潛流預防系統；以住民共管之觀念建立山區緊急通報逃難救生系統。

2.從生物多樣性觀點規劃在地空間，避免不當施業如濫建、濫伐、濫墾，建立適地適用之土地使用方式。

3.從文化多樣性觀點形塑住民土地倫理，避免不當外力介入，以建立人文生態環境之特色。

The subject of this thesis is based on the study of "the shift of land ownership of Bunun Tribe in Shuanglong Village Xinyi Township Nantou County " As a matter of fact, Bunun Tribe people used to live scattered in the forest area about one hundred years ago. In 1922 Japan first colonized Taiwan and under colonial policy Tribe people were forced to leave their home for resettlement. And then, the Nationalist Government was again dominated the Bunun Tribe after Taiwan''''s retrieval; in turn, the natural resources were abused by degrees for the substantial profit of land in the name of economical development. With time going by, the capitalism has been prevailing the whole island since 1997, and free market system made it vulnerable to any land deprivation. As a result, the life style of Bunun Tribe has been changed completely and the gap between city and country became larger and larger. Population ecology niche has been ruined due to the over-developed land. Especially, since 921 earthquakes those natural disasters coming in a row has worsened the problem of erosion or debris flow. Meanwhile, the environmental carrying capacity has been threatened as well.

Therefore, how to make use of land correctly and wisely has great influence on environment and human beings. In other words, Land use policy in the future is supposed to be regulated from different points of view to make sure the environmental conservation is cared and the individual respect for Tribe culture is concerned.

The following suggestions could be adopted to put reasonable land use policy into practice.



1.With the idea of prevention of forest disasters, early warning system of debris flow must be developed.

2.New policy in suitability of land for specific uses must be taken into consideration to meet the problems of ecology.

3.To respect multi-culture, the agency of administration for the Tribe people should be established to make Bunun culture distinguished as features of the area.
