原住民部落永續發展與經營之探討 -以屏東縣霧台鄉阿禮部落再造之行動研究為例(A Study on the Sustainable Development and Management of Aboriginal Village ─ The reconstruction of A-Li Tribe as case study)

阿禮部落係屏東縣霧台鄉偏遠的小山村,傳統領域自井步山以東,經霞迭爾山、霧頭山遠至知本主山、小鬼湖,幾乎涵蓋「霧頭山自然保護區」,擁有完整的林相,自然資源豐富,發展生態旅遊頗具潛力。

但研究者自覺部落人口流失、文化斷層現象嚴重,2003年櫻花季開鑼,更凸顯了生態旅遊配套不足的問題,加諸2005年612水災後起之天災地變的重創。面對部落「文化的危機」、「生態的浩劫」與「生命的威脅」三大問題,研究者建構了「以部落為本位,以教育為本質」的行動研究計畫,願從部落在地發聲、部落再造行動歷程中,自覺自省,檢討改進,力挽狂瀾,尋求部落「小康、永續、自然遊」的一線生機。

研究者勾勒出研究四大目的:傳統的文化教育、生態旅遊的人才培訓、策略聯盟的社區組織、在地發聲的平台機制。研究者與部落重整工作團隊,從文獻資料的探討、阿禮部落的探勘、行動研究的方法、推動實踐的歷程、參與規劃的檢視,乃至研擬部落永續發展的策略,三生一體:生產(經濟)、生活(社會)和生態(環境)的三項目標已有初步的預期成效,但以「高標準」檢視部落整體的表現,仍多待持續反饋調整之處,諸如:有文化無認知、有願景無實力、有共識無行動、有組織無整合、有人力無投入、有資源無善用、有計畫無執行、有策略無配套等缺漏。嚴峻地揭櫫八大癥結,正宣示了阿禮部落的居民與工作團隊,願意面對問題與接受考驗的決心。

因此本研究定調於「自我的覺知」、「部落的自省」、「內部的改造」,回歸到百合花民族自律自重的精神,繼續推動部落重整改革運動,期從本論著當作自我鞭策的針砭藥石,自我挑戰的規劃藍圖,這是一場寧靜革命,也是一條不歸路,搶救部落、搶救阿禮,才剛要開始……。

A-Li Tribe is a remote, small mountain village in Wu-Tai Xiang in Ping-Tung County. The ancient domain spanned from Mountain Jing-Bu, through Mountain Xia-Dier, Mountain Wu-Tou to main Mountain Zhi-Ben and Lake Xiao-gui. It almost included the nature reserve of Mountain Wu-Tou. It had its own complete ecosystem and abundant natural resources. It has the potential to develop eco-tourism.

However, the researcher has been aware that the population drain and the cultural fault of the tribe are very serious. The opening of the Oriental Cherry Season in 2003 revealed the problem was that the necessity of eco-tourism was insufficient. Furthermore, it was destroyed by the disaster and the diastrophism after the flood in June 12, 2005. Faced by the three problems of cultural crisis, ecology catastrophe, and life threat, the researcher constructed a motion research plan - take the tribe as the origin, with education being the essence. In order to glean hope of survival of “being well-to-do, being continuous forever, sight-seeing the nature,” I would like to rouse myself, improve from self-criticism, and strive to turn the inferiority during the motion course of roaring local reconstruction.

The researcher sketched four purposes of the study: traditional cultural education, the training of eco-tourism talents, community organization with strategic alliance, and roaring locally with equal standpoint. The team of the tribe reconstruction and the researcher had anticipated results by the research of literature material, the exploration of A-Li Tribe, the methods of action research, the course of putting into practice, the survey of participating the plan, and even the three strategies of planning the permanent development of the tribe -- production (economics), life (society), ecology(circumstances). But to survey the whole performance of the tribe with high standards, there are many to keep analyzing and adjusting. Those deficiencies are culture without cognition, expectation without ability, mutual recognition without action, organization without integration, manpower without introjections, resources without well-application, project without implementation, strategy without cooperative measures. Indicating eight knots severely declares that both the inhabitant in A-Li Tribe and the work team would like to face to the problems and have the determination to accept the crucible.

Therefore, the research is based on the ideas of self-consciousness, self-criticism, interior reconstruction. It will regress to the spirit of self-discipline and self-respect in Race Lily and keep driving the reconstruction reform movement. It is anticipated that this dissertation serve as acupuncture and medicine for spurring change and creating the blueprint for progress. This is a peaceful revolution and also a road of no return. We have just begun to save the tribe, to save A-li.
