台灣地區原住民保留地資源分配與開發利用之規劃

台灣地區原住民保留地的分布範圍北從台北縣烏來鄉,南至屏東縣牡丹鄉,面積有25萬餘公頃,其地理位置多位於中央山脈兩側河流上中游,與國有林班地或原野地毗連,標高自平地至三千公尺以上,是國土綜合發展計畫的重要一環。本文透過文獻研究法、訪談法、問卷調查法,歸納出有關影響原住民保留地開發利用的14個因素,依其特徵值大小的順序排列,分別稱之為「產業經營策略」、「觀光發展目標」、「經營困境」、「山地產業特色」、「民宿發展問題」、「生態觀光規劃」、「土地利用與畜牧」、「保留地法令」、「養殖與林地經營」、「農業生產環境」、「競爭劣勢」、「文化櫥窗化」、「民俗技藝與觀光」、「發展觀光之負面影響」等,其解釋力達81.44%。最後提出上述14個因素的分析意見,冀能提供政府推動原住民保留地開發利用及產業發展政策之參考,以促進山地鄉的經濟發展,提升山村實質生活環境品質。
The aboriginal reserved land in Taiwan has almost 25 hundred square kilometers, distributing from the north Wulai Hsiang ,Taipei Hsien to the south Mudan Hsiang, Pingtung Hsien. Its geographical location is mostly located at the upstream and middle river of both sides of the central mountain in Taiwan. Being close to the national forest land or wild land, its height is ranged from the plain area to 3,000 km and above. The aboriginal reserved land plays an important role in the National Land Comprehensive Plan. The research method includes literature review, interviewing personnel, and questionnaire survey. The main results have inducted fourteen principal factors that affect the aboriginal reserved land industry development as follows: ?§industry development strategy??, ?§tourism development goals??, ?§management hardships??, ?§aboriginal village industry attributes??, ?§village lodging development problems??, ?§eco-tourism planning??, ?§land use and husbandry??, ?§law of reserved land??, ?§agriculture and forestry management??, ?§agricultural production environment??, ?§competitive disadvantage??, ?§cultural show window??, ?§peoples?? custom accomplishment and tourism??, and ?§negative influence of tourism development??. The interpretation power of the above factors indicates a result of 81.44%. Finally, this paper proposes the analyses and discussions of the fourteen principal factors and provides a conclusion remarks for the aboriginal reserved land development policy that will prosper the economic development of the mountain areas, and promote the physical environment of the mountain villages.
