1990年代中期開始,「部落觀光」逐漸成為原住民觀光的新興典範。本世紀初,政府部門大量運用公共政策將原住民部落的各項自然與文化資源轉化為觀光資本,以期協助部落脫離失業與貧窮狀態。本研究選定嘉義縣阿里山鄉的里佳社區作為觀察場域,目的在於深入理解原住民部落發展觀光產業的過程及影響其成敗的因素。
本篇論文將里佳社區的觀光發展分為三個階段:初期的草根行動(1987-1996)、中期的社區組織形成(1997-2000),以及晚近國家政策與公共資源高度介入(2001-2007)。整體而言從第一到第三階段,愈來愈多的政府資源進入里佳社區,促使里佳的「部落觀光」快速成長。然而,從里佳社區的觀光發展經驗來看,公部門角色的呈現依舊是多頭馬車,而大量政府資源也引發資源重分配及地方治理的問題。
最後,本文提出降低政府部門的干預力道、引進多元化的專業團體以及建立具族群敏感的共榮思維三項結論,作為里佳社區「部落觀光」發展之建議。

“Tribal tourism” has gradually become the emerging ideal of native economic development since mid-1990s. In the beginning of this century, all kinds of aboriginal natural and cultural resources have being transfered as the tourism ones by massive public policies applied by governmental departments. The purpose for intervention is defined as an assistance for aborigines in bailing themselves out of unemployment and poverty conditions. In order to understand the process and effective factors of aboriginal tribal tourism development in depth, Lejia community in the Ailshan Township in the Chiayi County has been chose as the observed field.
The tourism development of Lejia community has been divided into three stages in my thesis: the spontaneous actions in its infancy(1987-1996), the community organizations in its middle stage(1997-2000) and the government department in the near future(2001-2007). In short, more and more public resources making the “tribal tourism” in Lejia community prosper development during this period. However, the experience of tourism development in Lejia community has asserted that multiplicate interventions are the most significant characteristic with governmental resources which have brought two problems: one is about resources redistribution and the other one is local government.
Finally, I bring up three conclusions as the suggestions for “tribal tourism” in Lejia community: downscaling intervening power from government, working with diverse professional groups and building up “ethnic-sensitive” common good.
