Literacy-based educational policy implemented in 2019 is the main core of educational transformation in Taiwan, which goals are to cultivate the competencies of knowledge, skills and attitude of students. From the perspectives of educational policy and the characteristics of indigenous culture, this thesis intends to investigate the reading course of an indigenous elementary school to illustrate its reading content and performance. It adopts the research means of the literature review, the observational survey and the in-depth interview and employs the discourses of cultural identity, management strategy, reading performance as the theoretical framework. It evaluates the reading course through four aspects : its course schemes the students’ self-cognition, its efficacy and effects. It discovers the schemes of the reading course are arranged more elaborately by turning it into a formal curriculum and considering local and cultural characteristics. The promotion of reading course not only enhances students’ learning efficacy but also activates the organization of the school. Furthermore, the reading course helps to establish the school brand. As a result, the reading course brings the cultural identity of indigenous peoples. That students give a good reading performance approves of the strategies of the school’s development. Additionally, the thesis provides some suggestions for the school and teachers : the hardware facilities should be upgraded to meet the school’s needs; the teachers should work coordinately beyond ethnic identity, improve their professional knowledge and embrace different cultures fairly. Hopefully, the outcomes of the thesis would be a useful source for later research on indigenous education.
