any people do not have a deep understanding of different ethnic groups’ cultures. Distorted understanding of Indigenous peoples’ cultural festivals should be avoided. The Indigenous cultures have a long history in Taiwan. It is important for Indigenous festivals to be held in a way that deepens others’ understanding, while also preserving their crafts, costumes, languages, and architecture. In this way, Indigenous cultures will continue. Combining tribal traditional crafts and cultural creativity to develop a high-value tourism industry that features Indigenous culture will enhance the artistic and cultural atmosphere in areas where Taiwanese Indigenous peoples reside.
Research on Indigenous festivals abounds. Most of the current literature studies festivals of specific ethnic groups, including specific festivals and local cultures. Combinations of local residents’ creativity with the tourism industry has been restricted. This study focuses on a single ethnic group’s festival, the Paiwan people’s Maleveq, to explore how Indigenous festival culture can be integrated with development of tribal tourism. This study used the Miryoku engineering evaluation grid method to conduct in-depth interviews; this study aims to explore and summarize the original attractiveness factors, the concrete attractiveness factor, and the abstract attractiveness factor of the Paiwan People’s Maleveq festival. The study then conducted importance-performance analysis. The respondents rated all items for festival activities’ qualities as important (M=4.5). The average satisfaction rate is 4.03, which shows that the Paiwan Maleve Festival is appreciated and respected. The Kano model then is relied on to classify the qualities of the Paiwan Maleveq Festival. The results show 10 items in unitary quality and 3 items in attractive quality. The results of this study serve as a reference for the organization of Indigenous peoples’ festivals held in different places; the results should be used as references by local government organizers and tribal groups in holding the Paiwan Maleveq festival.
