原住民部落發展有機新農業的侷限性與可行性:以三個泰雅族社區農業組織為例

臺灣社會自從2013年連續爆發食安問題之後,人民對於無毒農產及食品的重視越來越高,此種趨勢對於原住民部落有機產業有正面的影響。於是長期以來低迷不振的部落產業,終於有了翻轉的契機。因為原住民部落擁有最健康、自然的生態環境,應該最有優勢從事有機農業,且從文獻分析及實務觀察得知:有機農業能夠讓部落朝向社會、環境、經濟三面向均衡的永續發展。
聯合國在1992年6月於巴西里約熱內廬舉行環境與發展會議,會議中提出重要宣言:「原住民的知識和傳統習慣在環境管理和發展方面有其重大的作用,各國應承認並妥善維護他們的特性、文化和利益,並使他們能參與永續發展」。而本國行政院農業委員會也在2017年提出「新農業創新推動方案」。此方案以「創新」、「就業」、「分配」及「永續」等原則,透過「建立農業新典範」、「建構農業安全體系」及「提升農業行銷能力」等三大施政主軸,推動十大重點政策。期望如此嶄新的政策能夠在原住民部落中發揮其效益。
本研究為了深入瞭解原住民部落目前的產業概況以及有機農業推展的實況,採取質性訪談法,針對中部大安溪沿線三個部落,由泰雅族人經營的農業組織進行訪談及實務觀察,期望研究結果能夠為原住民部落發展有機農業的永續之路提出具體的建議與方向,也提供給農業相關單位做參考。

People in Taiwan pay more and more attention to non-toxic agricultural products and food, after several food safety incidents took place since 2013. This has been a turning point and brought a positive influence on the organic agriculture in indigenous tribes which has long been ignored. The indigenous tribes hold the most natural and healthy eco-system which offers the best environment to develop and nurture organic agriculture. Literature review and field investigation show that organic agriculture makes indigenous tribes’ sustainability possible and well-balanced in the social, economic and environmental levels.
In June 1992, the Earth Summit was held in Rio de Janeiro. The Rio Declaration on Environment and Development was put forward, in which it says “Indigenous people and their communities and other local communities have a vital role in environmental management and development because of their knowledge and traditional practices. States should recognize and duly support their identity, culture and interests and enable their effective participation in the achievement of sustainable development.” The Council of Agriculture, Executive Yuan in Taiwan also proposed the New Agriculture Innovation Promotion Program in 2017. Based on the spirits of innovation, employment, distribution and sustainability, this new program has three central principles of “establish a new agricultural paradigm”, “construct systems to ensure food security and food safety” and “improve agricultural marketing capabilities” and 10 primary strategies to promote and in the hope to take effects of the organic new agriculture in indigenous tribes.
In order to deeply understand the present situations of the organic agriculture and its promotion in indigenous tribes, this qualitative research interviews and field investigates the agricultural organizations run by Atayals in three Atayal tribes alone the Da’an River Region. It is hoped that this research will propose solid suggestions and directions to the organic agriculture development in indigenous tribes, as well as to the agricultural authorities for their references.
