原住民族社團的觀察:苗栗縣原住民婦幼關懷文化協會的個案研究

研究內容

本研究旨在探究非營利機構如何在原住民部落生根及其組織運作如何因應社會變遷與部落族人的實際需求。為了達此研究目的,本研究針對某一個部落型態之非營利組織進行個案研究,其中採用個別訪談法及焦點訪談法針對機構幹部、核心成員及會員共8位進行質性資料的蒐集和分析。研究發現:(一)政府力量阻礙原住民組織自主發展。(二)社會變遷促使部落人際關係和集體行動產生變化。(三)原鄉謀生困難導致人力資本持續流失與素質下降。(四)苗原婦幼福利機構隨著部落社會的改變適時調整組織運作模式和服務策略。依上述研究發現,本研究針對苗栗婦幼組織提出幾項政策省思:(一)以組織作為招募和培力人才的基地。(二)加強組織跨區串聯及合作。(三)組織理應建構完善資源網絡平台助益小部落爭取大資源。(四)建構有助永續發展的組織文化價值。

The research aimed to explore the development and operation of non-profit organizations (NPOs) in the indigenous tribe. Particularly, how the NPOs adjusted their operational strategies to answer the social change and indigenous people’s needs was focused. For the research purposes, a case study of a NPO in a tribe (that is “Miaoli County Aboriginal Women and Children Care Cultural Association”, MCAWCCCA) -- was purposed. The qualitative data were collected from 8 cadres and core members by individual interviews and focus group. The research results first showed that the governance of the state could prevent the indigenous NPO from developing. Secondly, social changes had transformed the relationship and working in group in the tribe which might affect the development of NPOs. Thirdly, the development and operation of NPOs in the tribe would also influenced by the economic factor. The difficulties in earning a living in the tribe had leaded to continuous loss of human capital and the human quality declared as well. It was finally found that encountering these social changes, MCAWCCCA could adjust operational model and service strategies. Based on these research findings, some suggestions were recommended: 1) using the NPO as a base for recruiting and nurturing the talents; 2) promoting the cooperation of NPOs across regions; 3) the NPO should set a resource network platform for the sake of helping the tribe where the resources was limited to fight for more resources; and 4) constructing the culture values which could promote the sustainable development of NPOs in the tribe.
