台灣原住民職訓學習動機與訓練成效之關聯性研究 -以桃園市原住民職訓為例

研究內容

職業訓練主要目的係於短時間內提升受訓者特定之工作技能,以即時因應工作者職場上之需要,鑑於台灣原住民高失業率造成許多社會與家庭問題;辦理失業者職訓計畫, 以提升失業者就業技能與機會已成為各級政府努力改善之重要目標。 然根據調查,針對原住民失業者之職訓與訓練成效分析並不多見。因此本研究嘗試調查原住民失業者之學習動機與現有職訓之關聯性,了解現況並改善訓練課程內涵與績效。期能提昇未來原住民個人專業知識、技能與態度,助其順利就業,並將所學的專業知識、技能移轉應用在實際工作上,並進一步提昇職訓部門管理之績效。
研究方法採立意抽樣(purposive sampling)方式進行,依據具原住民身分已參加職業訓練為原則,篩選不同族別之研究對象,期以獲得原住民中參加職業訓練選擇之面向寬廣,課程內容較為值得的資料。因此,本研究結合研究者人脈及社會關係調查,採立意抽樣方式,逐一進行實際訪談意願度分析,最後獲得10位原住民族參訓者首肯,接受本研究進行主題式之深度訪談。
為有效達成研究目的,進行方式則採取「半結構式」「深度訪談」紀錄表來建構原住民族參加職業訓練之本質內涵,再經由詮釋分析,最後將參與動機與實質訓練績效關聯性意義呈現,冀能進一步提供未來新職訓規劃之參考。
訪談結果分析如下:
一、原住民參與職業訓練的行為主要受「學習動機」與「訓練成效」影響最為顯著。
二、在職訓開課類別方面,可增加規劃多元化微型創業訓練課程,失業者參加訓練後即可結合職場需求自行創業,降低初創之經濟負擔,提升就業率及市場競爭力。
三、政府擬定職訓政策前應多加強溝通、協調及評估,以整合政府部門及承訓單位之有限資源,俾能掌握市場趨勢、滿足職訓者需求、整體達成政策目標。
原住民對於職業訓練訊息接收管道以「親友介紹」為居多,顯示原住民職訓績效明顯受資訊汲取限制,往往侷限在少數親友資訊的傳達,較缺乏新穎完整的訊息來源。
研究主要結論:專業知識與技能的提升乃為提高職訓者結訓後就業績效之主因,因此當前職訓課程之內涵,應偏重在現代專業知識與實務技能之傳授,並多鼓勵接受職訓者報考並取得相關技術士證照,以促進職業專業技能及未來再就業機會。原住民之新職訓規劃內涵則應加強就業關聯性主題教授分析,以落實訓練成效。

The main purpose of vocational training is to upgrade the specific job skills of trainees in a short period of time in order to respond immediately to the needs of workers in the workplace, in view of the high unemployment rate among Taiwan''s indigenous peoples, which causes many social and family problems, and the handling of vocational training programmes for the unemployed to enhance the employment skills and opportunities of the unemployed has become an important goal of efforts at all levels of government to improve. /b11> However, according to the survey, the effectiveness of vocational training and training for the unemployed people of The First Nations is rare. Therefore, this study attempts to investigate the correlation between the learning motivation of the unemployed first nations and the existing vocational training, to understand the current situation and to improve the content and performance of the training course. it will enhance the professional knowledge, skills and attitudes of future Aboriginal individuals, help them to find jobs smoothly, transfer the expertise and skills learned to practical work, and further improve the performance of vocational training department management.
The method of study is conducted in the form of purposive sampling, which is based on the principle of taking part in vocational training with Aboriginal identity, and screening the research subjects of different ethnic groups, in order to obtain the information of the first nations to participate in vocational training choices is broad and the course content is more worthy. Therefore, the study based on the researcher''s contacts, in the experience of the intention to sample, one by one to conduct the actual interview willingness, and finally obtained 10 First Nations participants, to accept the research topic of the in-depth interview.
In order to effectively achieve the research purpose, and further adopt """"semi-structural"""" """"in-depth interview"""" to construct the essential connotation of indigenous people''s participation in vocational training through interpretation and analysis, the period will participate in motivation and substantive training performance correlation significance presented, and finally provide reference for the future planning of new vocational training.
The results of the study are analyzed as follows:
1, The behavior of Aboriginal people''s participation in vocational training is mainly influenced by learning motivation and training effectiveness.
2, In terms of the opening category, diversified micro-entrepreneurship training courses can be planned, and the unemployed can start their own businesses and regain their jobs after training, so as to avoid the economic burden of start-ups and enhance employment and market competitiveness.
3. The Government should draw up policies to communicate, coordinate and evaluate more to integrate the limited resources of all levels of government and manufacturers (contractors) to jointly achieve policy objectives.
4. The first nations for the vocational training information receiving pipeline to """"friends and relatives introduction"""" as the majority, showing that Aboriginal people are limited by the information, often limited to the communication of relatives and friend’s information, lack of complete vocational training information.
Conclusions of the study: the upgrading of professional knowledge and skills is the main reason for improving the employment performance after the conclusion of training, it is recommended that the content of the current vocational course should be focused on the teaching of professional knowledge and skills, and the Andya ited ed who vocational training for more examination and obtain a technical staff license to promote professional skills and re-employment opportunities.
