In this article, we shall start with a detailed review of the historical background of the James Bay Cree self-government in Quebec, Canada. Our concentration will then be on the process of negotiations leading eventually to the signing of the James Bay and Northern Quebec Agreement. We then will look into how the agreement has be implemented based on the accompanied Cree-Naskapi (of Quebec) Ac passed by the federal parliament, with a special focus on land arrangements, fishing and hunting, environmental protection, indigenous education, and self-government institutions. Before coming to the conclusions, we will briefly examine the re-negotiations the agreement.
