文化職能與代表性官僚--原住民族地區鄉公所公務人員的實證分析

本文運用多變量統計方法,探究文化職能與原住民族積極代表性的關聯性。文化職能係指:「公務人員具有認知、察覺、區辨、學習多元文化的能力,並且將多元文化能力運用在實際的互動與服務過程中。」而原住民族積極代表性係指:「公務人員在態度上會偏好有利於機關外部原住民與機關內部原住民員工的論點,並且在實際的決策與服務行為時,也會如此。」統計分析發現,當公務人員的文化職能愈高時,他們積極代表原住民族態度或行為的程度,也都會較高。此外,本文也以文化職能為依變數,探究何種特質的公務人員具有較高的文化職能?研究發現原住民公務人員的文化職能顯著高於漢人公務人員。

This study uses multivariate statistical methods to analyze the relationship between cultural competency and indigenous active representation. The cultural competency means: “Civil servants have the cognitive, perceive, distinguish and learning ability of multiculturalism; and present the ability in the service process. The indigenous active representation means: “the attitude of public servants will prefer the standpoint in favor of indigenous peoples, and the actual decision-making and service behavior, will be, too.” The study finds that when the cultural competency is higher, the indigenous active representative attitude or behavior is higher. In addition, the study also finds that cultural competency of indigenous civil servants is higher than the Han Chinese civil servants.
