原住民部落因應氣候災害風險之行動研究

氣候變遷造成的極端天氣災害,已嚴重衝擊農村社區生活與公共安全,然而農村社區本身尚未建立完善的氣候災害風險的因應機制。本研究考量到原住民部落為農村地區最為弱勢的族群,故以金峰鄉嘉蘭社區原住民部落作為個案研究對象,主要目的在探討農村地區原住民部落因應氣候災害風險之防救災行動模式。本研究於2013年5至7月分別深度訪談地方防救災專家與部落組織意見領袖,及召集部落幹部進行焦點團體座談會,與部落居民協力檢視與確認氣候災害防救災資源準備狀況與因應措施。研究發現嘉蘭部落歷經莫拉克風災的受災重建工程後,在平時減災、災前整備、災時應變、災後復原的四階段氣候災害因應行動架構上,已擁有防災社區自主營造的豐碩成果,例如:已繪製部落防災與疏散避難地圖、開設社區防災教育訓練課程,及成立部落防救災任務編組與聯繫網絡。未來有關單位在農村地區推動原住民部落防救災行動策略上,建議仍應厚實部落因應複合型氣候災害的防救災設備及資源,強化內、外部防救災組織的聯繫管道及應變機制之橫向溝通和相互支援。

Extreme weather disasters, including those induced by climate change, have serious impacts on community life and public safety in rural areas. However, little is known about risk adaptation planning for climate disasters affecting rural communities. Thus this study seeds to understanding the issues of empowerment action of disaster resistance in relation to the indigenous peoples in Taiwan. Selecting the Jialan Community in Jinfong Township as study case, this study aims at exploring disaster prevention and response actions to help adapt to the rapidly changing climate risks in the indigenous community. Using in-depth interview and focus group techniques, we have reviewed and confirmed disaster prevention resources, and prepared status and risk adaptation actions with local experts and tribal leaders. Results find that the Jialan tribe has engaged in community empowerment for disaster resistance issues following the Typhoon Morakot disaster in 2009. A four-stage action program of disaster prevention and response is also under implementation, including disaster mitigation during peacetime, preparedness for pre-disaster actions, emergency response during a disaster and recovery of post-disaster period. Several policy implications for risk adaptation actions to climate disasters of indigenous peoples can be inferred from these findings. For example, improving local equipment and resources for disaster relief, as well as strengthening horizontal communication between inside and outside disaster prevention organizations can both reduce the impacts from a disaster.
