行政院原民會為了提供機會並培育在地的原住民藝術工作者，於96年向財政部爭取公益彩券回饋基金規劃辦理「原住民藝術家駐村促進部落在地就業3年計畫」，也引起一些「奬助」議題的討論。而行政院原民會也希望就此機會對臺灣原住民相關藝術政策做一通盤的評估與分析。 本研究借由國際(南島)比較(美、加、澳、紐、斐濟)，探討原住民藝術政策的主體性、政策歷史演變、中央行政組織架構、政策內容與實施成效等，並輔以原住民藝術創作現況發展以及影響因素，為台灣原住民藝術政策提供具體建議。
In 2007, Council of Indigenous People, Executive Yuan launched the Indigenous artist-in-residence program to promote the indigenous artworks and stimulate the employment of local workers. This 3-year program caused discussion about the grants and related art policy in the field of indigenous art. Therefore, the Council of Indigenous People initiated a outsourced research program to hope having a comprehensive research in indigenous art policy. This study on international comparison of indigenous art policy, including America, Canada, Australia, and two Austronesian countries, New Zealand and Fiji. This study contains two parts, the comparison of art policy (includes the subjectivity of policy, central administration organizations, the contents and effects of policy.) and the current status of indigenous art.
