「數位小英雄」計畫之評估研究-部落小學個案研究

[ 摘要 ]

「數位小英雄」計畫乃是中華民國希望基因發展協會,為了推動大專學生志工服務精神的計畫,期望整合政府及社會資源,並透過大專志工來加強偏遠地區學校的資訊教育,協助學童參與學校網界博覽會之專題研究的方式,達到縮減原住民學童數位落差及提昇對學童文化認同的目的。本研究之目的有四:(一)探討「數位小英雄」計畫於部落小學之實施過程。(二)研究參與成員(希望基因協會、部落小學、大專志工間)之在計畫中的運作模式。(三)瞭解「數位小英雄」計畫的實施對於原住民部落學童在數位落差上的影響。(四)探究「數位小英雄」計畫的實施對於原住民部落學童在文化認同上的影響。本研究以個案研究方式進行,資料收集以深度訪談、參與觀察、文件分析為主。

研究發現分為三個部分。第一部分,就實施的過程與運作模式方面來看:整體計畫結合眾人之力方得以完成;部落小學校長的態度是決定學校參與該計畫與否的關鍵;推動的最大障礙在於如何讓老師於教學工作繁忙之下自願性的參與;沒有參與基金會之教育訓練活動,使得參與者不明瞭計畫的目的並且增加了實行上的摸索期;大專志工對參與過程中,增加對於原住民文化的了解及消除刻版印象;網頁技術的高門檻,阻礙了其他成員的參與程度,導致技術者掌握了網頁的呈現方式;對比賽概念的過度重視,反而易模糊「數位小英雄」計畫的宗旨。第二部分,本計畫之實施對於原住民部落學童在數位落差上的影響:部落多數學童在家庭的資訊設備上無法獲得近用;學校是學童資訊能力最重要的來源,在基本資訊技能的操作上,學童並無明顯落差;計畫過程中無系統化資訊課程配合;學童以參與「內容」的方式而非以參與「科技」的方式參與網頁製作。第三部分,本計畫之實施對於原住民部落學童在文化認同上的影響方面:文化活動內容豐富,讓學童對自己的部落文化有更多的認識與了解。

Little Digital Heroes Program is launched by The Hope Agent Development Association of Republic of China. Through the integration of resources in the public and private sectors, the program intends to encourage university students to show their concern and the sense of responsibility to the society. University volunteer students help to improve the computer literacy of the school children of the aboriginal tribes through the facilitation of the participation of International CyberFair and Taiwan Schools CyberFair. The eventual goals are to bridge the digital divide and to strengthen the identity of the aboriginal youths with their indigenous cultures.

The research findings are discussed in three major aspects. In terms of the implementation process, the study shows that the implementation of the program relies on all the participating members; the attitude of the school principal towards the program is the key to the participation of the local school; the heavy teaching load prevents the teachers from participating in the program; without the participation of the training sessions hosted by the Hope Agent Development Association, the local school is not clear about the goals of the program and wastes time in implementation; through the program, the university volunteers gain a good understanding of aboriginal cultures and eliminate racial stereotype; the difficulties of generating web pages prevent the participation of some members, which makes the members with technical expertise control the presentation of the web site; and the emphasis on the competitions makes the implementation deviate from the original purposes of the program. As to the impact on the digital divide of the aboriginal school children, the findings show that most students don’t have access to computer technology at home; school is the major place for the school children to develop their computer literacy, and the school children knows how to use the basic functions of computer; the program does not provide a systematic computer course; the school children participate in the creation of the web site through content rather than through technology. Concerning the impact on the cultural identity of the aboriginal school children, the findings show that school children understand more about their tribal cultures and enhance their cultural awareness through a variety of cultural activities provided by the program.
