乳品製造業引進外勞所面臨的管理問題--以A公司為例

[ 摘要 ]

近10年來由於工商業的高度發展,台灣躋身已開發國家之林,更由於服務業的興起,而使得國內就業人力市場對於投入艱苦性行業的工作意願低落,導致基層勞動力不足,政府為因應勞力短缺的問題,遂仿效新加坡、香港等引進外籍勞工的經驗,陸續開放各產業、各職種由泰國、菲律賓、印尼、馬來西亞及越南等五國引進外籍勞工投入生產行列;使外籍勞工市場異常熱絡;且亦有學者的研究中指出,外籍勞工人數僅比原住民總人口少五萬人,成為國內的「第五族群」。

本研究的切入點在於對外籍勞工引進前的管理措施中,就引進外籍勞工的原因、評估仲介公司的優劣、外勞國籍別及挑工的考量點;在引進後的管理措施中,則分別就訓練、績效管理、潛逃與犯罪管理等層面加以分析;並擴及引進外勞是否與本勞間產生互相排擠,及是否會繼續引進外勞等管理面因素做研究分析。

本研究結綸歸納為:一、雇主引進外籍勞工的策略選擇並不是屬於倉促、臨時起義的「突發性選擇」,而是具有環境背景的因素存在。二、大型的企業在透過仲介公司引進外籍勞工的過程中,雇主的主動、積極性較強。三、雇主引進外籍勞工,除了就成本角度著眼外,配合度佳、易於掌控亦是相當重要的因素。四、對於外籍勞工除了工作所需的基本技能訓練外,雇主對於工作安全相當重視。五、雇主在為使外籍勞工能為其所驅使,均以「金錢」為誘因。六、對於潛逃與犯罪管理方面,本研究發現雇主實為以高壓手段、「軍事化」的管理來達到使外勞不致潛逃或犯罪。七、與本勞間的排擠方面本研究發現,被外勞優勢所取代的部份將難以降低或「挽回」。八、最後在是否繼續引進外勞的課題上,由於外勞優點都是雇主的最愛,因此,持續的引進外勞將是無法避免的。

Due to the development of the industry and commerce in the recently decade, Taiwan has become one of the developed countries. Moreover, because of the progress of the service sector, people are not interested in the labor-intensive job that need to work hard, which results in the shortage of the workforce at the workplace level. The Government follows the example of Singapore and Hong Kong by introducing foreign workers. Foreign workers, who are from Thailand, Philippines, Indonesia, Malaysia, and Vietnam, are allowed to be employed by the employers in specific sectors. This makes foreign workers in great demand. According to a research, the population of foreign workers is only smaller less than aborigine about 50,000, and has become the “5th group” of Taiwan.

The key points of this research show bellow: reasons for introduction of Foreign workers; the advantage and disadvantage of agency companies, the nationality of foreign workers; in the preparation of employing foreign workers; job training and the management of crime; the ethnic clashes between foreign workers and local worker; and in terms of management, the evaluation of whether or not foreign workers will be continuously employed.

The research can be concluded with eight aspects. First, the tactic of employer employed foreign workers is not a hastiness but a factor with an environmental background. Second, the employer’s activity and motivation is more powerful when a big business introduces foreign workers from agency Companies. Third, besides the cost of introduction of foreign workers, the co-operation and controlling ability of employers are still important. Fourth, employers need to pay much attention to the training of the basic skill and the safety of working environment. Fifth, the reason for employer to introduce foreign workers is due to the lure of money. Sixth, the employer uses the “high tension policy” and “militarized management” to avoid the criminal problems of foreign workers. Seventh, in terms of the clashes between foreign and local workers, the advantage of foreign workers is difficult to underestimate. Finally, for the issue of the continuity of employment of foreign workers, from my research results, the employing of foreign workers can not be avoid because that the advantages of Foreign workers are the most love of employers.
