俗稱「台灣後山」的台東縣，位居中央山脈的東南偶，依山傍海的台東縣由於發展較晚，天然資源豐富，常被人稱為台灣最後一塊淨土。台東縣內亦蘊藏豐富之族群文化，閩南人、客家人、外省人以及原住民雖比鄰而居，但卻用有各自不同之文化特質。台東縣地處偏遠且地形狹長，居民與行政機關間因地形因素，在互動上較為薄弱，而多元族群的特色，也使得台東地區在社區發展上似乎較具有困難度。
也因此種特色，社區營造工作對於台東縣而言亦更為重要，社區營造之功能性在此種發展環境中，亦愈能彰顯其功能。台東縣利嘉林道發展協會，近年來在社區發展的討論中，是一個相當熱門的話題，其所堅持的生態保育之理念，不但符合現今的潮流，也屢屢獲得政府各項社區發展計畫之補助，可謂社區發展之典型。本文以擬將以利嘉林道發展協會為核心，從社區發展政策之概念出發，沿著利嘉林道發展協會，在社區營造工作上發展之軌跡，逐步審視利嘉林道發展協會社區營造工作之過去、現在與未來，並透過對於利嘉林道發展協會之瞭解，作為觀察我國現行社區發展政策之瞭望站，審視我國現今社區發展政策上之相關問題，並為社區發展工作之未來走向提出建議。

Also a result of such characteristics, work to create a community in terms of Taitung County is also more important, create a functional community in the development of such environment, the more will also highlight its functions.
