新竹縣尖石鄉泰雅山區日益嚴重的社區型痛風的疾病，在本論文裡，將在第一章先從歷史的變遷中來探討泰雅山區社區型疾病的成因，乃肇因於酒失去了神聖的地位成為失意時的替代品，並且同時也探討在這偏遠山區醫療資源的演變，然後再思考如何經由部落健康促進會的集體共識來創造支持健康的環境，強化社區健康的行動，並發展部落民眾自我遠離社區型疾病的能力與動力。
其次，經由第二章對國内既有戒酒失敗的經驗，發展可行的戒酒方法-「部落的培力」，在第三章裡探討本研究所採用的培力的理論走入部落。而在第四章，筆者做了部落的初探與民眾對秀巒村社區型疾病認知的對話，而於第五章裡，將行動式研究做具體的實踐。

The community epidemic, gout, is gradually getting worse in Jensu township in Hsinchu County. This study will discover why the relevant community epidemic rises, which causing by the wine losing of the divine significance become the substitute during depression, as well as the change of the medical resources in history in this Tayal mountain area in chapter one. Then, this study tries to create supportive environments for health, strengthen community action for health and develop personal skills to avoid the suffering of the community epidemic by the health promotion organization .
Then, this study develops the workable ways – “the empowerment in the tribe” through examining the existing experiences of the campaign of temperance in Taiwan in chapter two. The basis of empowerment theory in this study will be analyzed and explored in Chapter three. Then, I will have the initial study and conversation with the Tayal in the said mountain area to understand their cognition to this community epidemic in chapter four. The action study will be concretely practiced in chapter five.
