永續發展與蘇花高開發爭議之研究

花蓮在長期交通不便的因素下被冠上「後山」的稱號,使得蘇花高的開發成為許多花蓮人的夢想。由於國人對永續發展的觀念已逐漸加深,在民眾對經濟開發與環境保護的各自堅持之下,政策演變成重大爭議。花蓮的在地居民多年來對於蘇花高的觀點分歧不一,無論是主建或反建的民眾皆以維護永續發展作為自身主張,激烈的對立衝突讓政策搖擺不定、延宕多年,蘇花高的爭議始終持續不斷。本研究目的為探討蘇花高爭議所展現的政策意涵,採用文件分析法、深度訪談法,以及參與觀察法來探究在地居民對於蘇花高計畫以及永續發展概念的看法與論述,藉以瞭解政策重大爭議何在,同時檢討此項政策之缺失。
本研究發現支持與反對蘇花高的在地居民對於如何促進地方發展的認知呈現相互衝突對立的情形;而在永續發展觀點方面,受訪居民的概念認知分歧、部分民眾抱持人類中心主義與科技至上的迷思;而原住民人士則著重於社會文化層面,反映出其傳統的文化思想與大環境不平等體制的問題。本研究同時探討永續發展概念為蘇花高爭議所帶來的啟發並凸顯公民參與、預警原則、社會凝聚與團結、公共利益導向、政策整合與全觀,以及綠色運輸之重要性。本文建議政府未來應提升公民參與、強化永續發展教育、注重政策整合、尊重在地獨特文化、增加政策評估時期替代方案的考量,並且改善環評制度之缺失,期能作為政府在類似開發政策上的參考,並促進我國公共政策更能彰顯永續發展的理念。

Many Hualien residents expect that the construction of Su-Hua Highway can improve the problem of local transportation. Nowadays, people are well aware of the importance of sustainable development. Residents in Hualien have conflicting perspectives on the development project and use the concept of sustainable development to support their own arguments. The continuing debate and conflicts between different groups has led to the policy gridlock. This research aims to explore the controversies and the implications of the case. It adopts documentary analysis, in-depth interview and participant observation to explore local residents’ attitude toward Su-Hua Highway and sustainable development.
This research shows the conflict between contrasting perspectives on local development and the concept of sustainable development. Some people adopt the position of anthropocentrism and reflect the myth that technology can bring a better society. The aboriginals put emphasis on their traditional culture and highlight the problem of social inequality. This research also discusses the implications of sustainable development for the controversies, and emphasizes the importance of citizen participation, precaution, social coherence, public interests, policy integration and green transportation. This research suggests that the government should promote citizen participation, strengthen sustainable development education, emphasize policy integration, respect local unique culture, consider alternative policy alternatives and improve the current defects of the Environmental Impact Assessment. The research can be used as references for decision making towards sustainable development.
