花蓮縣國民小學校長在職進修之調查研究

[ 摘要 ]
本研究主要在探討花蓮縣市現職國民小學校長在職進修之現況,以及對校長在職進修制度規劃的看法。透過文獻探討,討論在職進修的概念與模式、國內外有關校長在職進修的制度分析以及相關的研究發現,以作為發展研究架構和編製「校長在職進修調查問卷」的依據。調查所得資料,採用SAS套裝軟體程式Windos6.11版為工具,以次數分配及百分比、卡方考驗等方法進行分析與解釋,來探討校長在職進修的現況與需求。
本研究以問卷調查法為主,採普查的方式,對花蓮縣市101位公立國民小學校長進行問卷調查,回收整理的有效問卷有77份。研究的結論與建議,除提供現職國民小學校長在職進修之參考,亦藉此提供未來相關研究,以及教育行政主管機關、學術機構規劃相關措施時參考。歸納本研究結果如下:
一、校長在職進修制度規劃的權責單位由校長培訓中心來負責為宜,最佳的在職進修訓練機構是師大、師院或大學教育院系所。
二、校長在職進修所需的經費宜由教育部負擔為主,校長負擔部份為輔。
三、目前花蓮縣市國小校長在職進修的方式係以「參加研習、實習、考察」為主,但未來期望能以「進修學位」為主要進修方式。
四、目前花蓮縣市國小校長在職進修的形式以「由教育部或各縣市政府統一規定所有校長均應參加」居多,但未來期望能以「由校長依據校務發展需要自行報名參加」為主。
五、校長一年內參與在職進修的次數以十次以上為宜,一次以二~三天最好,時段安排在暑假最佳。
六、校長在職進修課程以「行政管理」、「教學領導與評鑑」、「學校發展計畫及評鑑」、「國內外參觀訪問」最為重要。
七、校長參與在職進修獎勵的方式以「發給學分證明或結業證書」較適合,未來期望可增列為校長遴選之資績評分條件。
最後,根據研究結果,提出具體建議,以作為教育應用與未來研究的參考。

Abstract
This study mainly focuses on Hualien elementary school principles toward the participation in in-service education and the view of plan of in-service education.
According to data research, the author tries to discuss the concept and model on in-service education, analyze the in-service education system between Taiwan and foreign countries, and then the result will be the basis of structure of the paper and making the questionnaire of principle in-service education. The data applies to software Windos6.11. The paper analyses, explains and explores Hualien elementary school principles’ currency and need by average, percentages and Chi-Square Test.
The paper mainly studies in Questionnaire Survey. There are 77 pieces in all from questionnaires. The conclusions and suggestions of the paper provide advises not only those who are current in-service education principles but also some relative research in the future, Ministry of Education, and Teachers College. The conclusions of the paper are following as the below:
i. The center of training elementary school principles should be in charge of in-service education. the perfect in-service training institute is Taiwan Teachers University, Teacher College, or educational department of university.
ii. The cost of in-service education of elementary school principles should be paid by Ministry of Education mainly, principles partly.
iii. Elementary school principles in Hualien at present take in-service education by ways of Study, seeing, and visiting. We, therefore, expect those who will take their degrees instead.
iv. The form of in-service education of elementary school principles in Hualien was dominated ed by Ministry of Education or bureau of Education, and we expect principles can decide to participate in what they like to do by their school affairs.
v. Principles who take their in-service studies 10 times up will be perfect. It will be excellent one time in 2-3 days. The period of time will also be fine during the summer.
vi. The courses of in-service education of elementary school principles mainly take School-based management, Leadership of Teaching and Evaluation, School Developing Plan and Evaluation, Visiting Domestically or Abroad.
vii. That evaluation of in-service education for elementary school principles get a diploma or credits prove will be fit. It also can be conditions to whom they will want to be a principle.
Finally, concrete suggestions based on the conclusion of the study are presented for the reference of related authorities and further study.
