[ 摘要 ]
本研究以桃園縣原住民部落社區大學為研究主題,依據研究目的,探討層面包括分析桃園縣原住民部落社區大學之起源與發展;調查可用資源現況與困境;行政資源整合現況與途徑及提供台灣部落社區大學發展的啟示等四部分。在研究方法方面,以問卷調查及訪談法為主,文件分析為輔。問卷調查內容是針對部落社區大學可用之行政資源,其對象以中央行政機關、地方行政機關、原住民社團及學校為主;而訪談對象包括:桃園縣原住民部落大學核心人員、行政專員、講師、學員等,進行深入訪談。研究發現,人力資源是桃園部落社區大的起源與發展的主要動力,因此如何整合各類人力是為首要目標。其次,民間團體組織是部落社區大學最重要的夥伴類型,因此,在資源整合方面,建議宜從以下四點考量:一、組織類型;二、區域分層 ;三、課程需求、四、功能活動 。最後,部落社區大學不是解決社會問題的特效藥,開課不等同人才培育,應破除多就是好的觀念。除從體系制度追求真正的教育公平之外,必須加入社會正義的觀念,如此部落社區大學得以永續經營。

The study focuses on issues with respect to aboriginal tribe community-university of Taoyuan County. The research purposes include: analysis of historical backgrounds and developmenti, investigation of current resources and dilemmas, provision of future expectation. The primary research methodology include: questionary , interview. And the documental analysis for assist. Questionnaire contents aim at the resources of tribe community-university which can be used. Questionnaire objects include: central organizations, local organizations, aboriginal associations and schools. The interviewees are as follows: the core members from aboriginal university, staffs in charge, the faculty and students as well as tribal elite. According to the previous interviews, the human resources are the most motivation within the tribe community-university. Secondly, the private sector will be the main partnership. There are four key factors In the lights of integrated resources. The first, types of organization. The second, classified of district. The third, needs of courses. The Fourth, activities of function. Finally, the study comments that the tribe community-university can not be treat as aspirin which can resolve social problem. The Course can not be treat as cultivation which can prove to employ. Exception for the fair opportunity of education, we must incorporate social justice in the tribe community-university for its developed forever.
