賦權增能評鑑模式在原住民部落社區大學實施之可行性研究(The Feasibility study of Empowerment Evaluation in Tribal college)

[ 摘要 ]

本研究旨在探討賦權增能評鑑模式在原住民部落社區大學實施之可行性,研究目的有三:(一)探討賦權增能評鑑模式之理論基礎。(二)探究賦權增能評鑑模式在原住民部落社區大學實施之可行性。(三)根據研究結果,做為原住民部落社區大學未來實施評鑑之參考。

為達成研究目的,本研究以問卷調查法為主,並以訪談法為輔。問卷調查係以258位參與95年度原住民部落社區大學評鑑之12所原住民部落社區大學的行政主管、行政人員和講師為研究對象。訪談對象包含原住民部落社區大學評鑑的推動者2位、原住民部落社區大學的行政人員2位以及評鑑委員1位,共5位。本研究獲得之結論如下:

(一)以自我省思與改進作為評鑑的首要目的具高度可行性。

(二)尊重受評者自我管理之主體性發展獲高度認同。

(三)重視在地知識並納入受評者共同參與評鑑獲高度認同。

(四)賦予每一位評鑑參與人員共同擁有平等的評鑑權力獲高度贊成。

(五)提供受評者透過做中學的方式參與評鑑以建立專業的評鑑能力具高可行性。

最後,本研究針對賦權增能評鑑模式在原住民部落社區大學實施之可行性,提出以下建議:

一、對主管教育行政機關之建議

(一)將評鑑權力與原住民部落社區大學共享,在評鑑項目與標準訂定方面給予自主彈性。

(二)廣邀原住民部落社區大學之利害關係人參與評鑑,傾聽多元聲音。

(三)建構民主商議的合作關係,擴展彼此意見交流之機會。

二、對原住民部落社區大學之建議

(一)主動積極參與評鑑,以培育自我決定之能力。

(二)鼓勵以做中學方式參與評鑑並藉由參與學習評鑑知能。

(三)強調持續性的自我反思與改進並積極營造組織學習文化。

The study was aimed at discussing the feasibility of empowerment evaluation in Tribal College. There were three purposes in the study:

(1) To explore the theories and important concept of empowerment evaluation;

(2) To research the feasibility of empowerment evaluation in Tribal College; and

(3) To provide suggestions for government to design the Tribal College evaluation in the future.



In order to achieve these purposes, the research methods included questionnaire survey and interview. The object of questionnaire survey was including the administrators, staff and teachers who participated 95 year the Tribal College evaluation. The object of interview was including 2 Tribal College evaluation impellers, 2 Tribal College administrators and 1 Tribal College evaluator.



The findings of this study were as follows:

1. It has high feasibility that the premier goal of evaluation is to foster the self-reflection and improvement.

2. Respects the self-control and development of Tribal College having high identification.

3. Emphasizes the local knowledge and participates evaluation with excluding members of the Tribal College having high identification.

4. Enable each evaluation participators to have equal power of evaluation having high approval.

5. It has high feasibility that provides excluding members of the Tribal College with an opportunity to implement evaluation in the way of learning by doing, so that establish the professional evaluation capability.



Finally, some recommendations based on these findings were listed as followed:

1. Suggestions for the central education administration

(1) Share the power of evaluation with Tribal College and provide flexibility to evaluation items ;

(2) Initiate the stakeholders of Tribal College to implement evaluation and listen their multiple voice ;

(3) Establish the democratic cooperation and extend the opportunity to communicate with each opinions.

2. Suggestions for the Tribal College

(1) Implement evaluation actively and foster the ability of self-determination.

(2) Encourage the way of learning by doing to implement evaluation and learn professional evaluation capability.

(3) Emphasize the continuing self-reflection and build up the organization learning culture.
