從權益關係人觀點探討原住民社區永續發展的推動機制(Case study on Indigenous community sustainable development from the viewpoint of stakeholder)

永續發展已成為觀光休閒及自然資源經營管理上普遍為人所接受的觀念,然而大部分的資源經營模式仍由傳統「由上而下」的規劃方法所主導,不但目標未能有效達成,且未能將計畫影響最深的地方居民,有效引入規劃過程。社區做為住民基本的生存空間,其實是推展資源永續發展的最適運作單位,關鍵即在於如何因地制宜尋求自身的獨特性,並轉化為發展的核心價值。過程中,透過社區成員對地方資源的維護、利用與再生,一方面培養人民參與公共事務的能力、激發社區意識;另一方面使各項資源得以在開發與維護之間,獲得平衡。

本研究乃以原住民部落-和平鄉裡冷社區為個案,以永續發展為主軸,針對涉入社區發展的權益關係人,如政府機關人員、當地民間團體、協會以及在地居民等進行深入訪談,輔以焦點團體的座談會資料,以釐清其角色與互動關係;並以共同規劃的行動研究分析探討當地社區參與的機制與成效,在居民的共識基礎下謀求更好的發展願景,其經驗並可提供給其他社區共同規劃和管理之參考。

研究發現社區的永續發展問題,主要來自不同的權益關係人對於「生產(經濟)」、「生活(社會)」、「生態(環境)」三項目標,各有不同的解讀且缺乏溝通。而共同規劃的方式可讓所有的權益關係人透過彼此的互動,互補不足,進而累積知識力 (knowledge resources),使社區能真正有所培力(empowerment),而良好的夥伴關係(partership)於焉形成。繼而透過妥善運用現有法規、制度、行政和民間社會資源,提出解決課題的因應策略,結合「社會力」而產生具體的「行動力」以邁向永續發展的目標。

Though the concept of sustainable development has been widely addressed in recreation and natural resources management, the results of the applications and practices are often unsatisfactory. Most of the existed models in natural resource management are guided by “top-down” planning approach. The biggest disadvantages of this planning approach are: 1) it often fails to achieve the goal, and 2) the opinions of key players (e.g., opinion leaders and local residents) are not adopted in the planning process. An important concept of sustainability is to preserve community, while sustainable development is to achieve the economic, social, and environment benefits by preserving, employing, and reviving the local resources. Therefore the local participation on different stages of planning is necessary.

This case study takes place on the aboriginal tribes in ho-ping township, Taichung County. The purpose of this study is to understand the stakeholders’ (such as central and local officials, opinion leaders, resident representatives, and other related organizations) participation behaviors, their interactions, and mutual influence in the development planning process. In-depth interviews as well as group meetings were conducted with the selected stakeholders. It is hoped by understanding local stakeholders’ opinions as well as their interaction behaviors, a better and more effective planning model can be built.
