原住民部落大學政策之研究─桃園縣原住民部落大學個案分析(STUDY OF TRIBAL COLLEGE POLICY—A CASE STUDY BASED ON TAOYUAN TRIBAL COLLEGE)

[ 摘要 ]

原住民部落大學政策之形成,是受到終身學習與多元文化主義等社會思潮的影響,以及原住民族菁英的理念主張與訴求,致使政府自2001年規劃並推動,至2005年止國內已成立15所原住民部落大學。原住民部落大學是原住民族社會持續推動教育改革運動及部落總體營造運動的具體行動,由民間非營利組織結合政府與社會資源建構以原住民族為主體性的終身學習場域及在地性的知識系統,並以培育原住民族社會發展人才為基礎,提升原住民族整體社會競爭力為遠景的非正式教育機構。本研究旨在探討原住民部落大學政策,並以桃園縣原住民部落大學為研究之個案分析,以研議原住民部落大學政策的發展及桃園縣原住民部落大學的營運策略,研究具體建議如下列,供政府部門及原住民部落大學經營者或參與推動者之參考:

一、原住民部落大學政策發展:(一)在地性、民間性、自主性、主體性及發展性為政策規劃的基本思考;(二)以原住民族自治為政策願景;(三)研訂獨立的法源及中長程發展計畫;(四)增列預算並放寬經費不得運用於人事費及設備費的限制;(五)強化政策宣導與溝通,建立政策執行共識;(六)與大專院校合作開設原住民部落大學專班;(七)培育師資,並建立完善的人力運用機制;(八)課程規劃兼顧價值引導與需求取向;(九)製作教學教材,並予系統化及數位化;(十)教學內容重視部落意識與主體性。

二、桃園縣原住民部落大學營運:(一)釐清經營目標與願景;(二)經營者由部落人士擔任,並培養在地之行政人員;(三)培養師資書寫與紀錄教學教材能力,教材並予系統化;(四)課程開設須有進階性及延續性;(五)運用資源爭取財源優先強化教學設施與設備;(六)營運初期應擇復興鄉部落為重點推動;(七)運用大眾傳播及民間組織強化與部落之互動;(八)藉由示範型部落大學的優勢引導政府政策,並可整合政府相關資源。

三、後續研究建議:原住民部落大學組織主事者之經營價值取向。

The policy of forming tribal college was basically influenced by outer social stream of thought like life-long learning and multi-culturalism, and inner claims and requests from indigenous elites. From the year 2001 to 2005, our government has established 15 tribal colleges to set into action. In other words, tribal college was the result of a continuing reform in education and a tribal overall movement in construction integrated by NGOs as well as the assistance of government and other social resources, in order to construct a life-long and local knowledge system and cultivate more people of talent for the development of tribal society.

Thus, this study was to explore the policy of tribal college, and was based on a case study- Tao Yuan Tribal College to analyze how the policy works and develops. With a hope for those people who are involved in tribal college management, concrete suggestions are listed as followed:

1. For the policy development of tribal college

a) Its principle should be based on local, civil and autonomous thinking;

b) Its vision should be considered the autonomy for indigenous peoples;

c) Its root of law should be independent, and its development should be included middle and long ranged plans;

d) Its budge should be increased, especially in its personnel and equipment expense;

e) Reinforce its policy announcement and communication to build up a common view;

f) Cooperate with academic schools or universities to open classes in specialized field;

g) Cultivate qualified teachers to establish dynamic and well-organized manpower;

h) Its curriculum should be both valued-oriented and needed-instructed;

i) Its teaching materials should be systemized and digitalized;

j) Its teaching content should be emphasized in tribal principles.

2. For the management of Tao Yuan Tribal College

a) Clarify its goal and vision;

b) Cultivate local managers and administrators;

c) Promote teachers’ abilities in writing and recording;

d) Open advanced and continued curriculum;

e) Make good use of budge and any resources, especially its facilities;

f) Focus on Fu-shin tribe in the primary stage;

g) Use mass media and NGOs to strengthen their interaction;

h) Demonstrate its superiority to frame better policy so that it can integrate related resources.

3. Suggestion for further study: To study the value orientation of key managers of tribal college.
