在終身學習的風潮下,社區大學的推動成立以及其後的蓬勃發展,促成了原住民部落社區大學的成立。從2002年成立至今已陸續成立有12所原住民部落社區大學,在邁入第五年的經營過程中,臺東縣原住民部落社區大學在行政組織經營及運作上不斷的調整,期望找到更適合、更貼近原住民需求的方式來辦理。

本文主要探討臺東縣原住民部落社區大學的籌辦背景、經營現況及困境,以文件分析、訪談法的方式收集資料並整理分析,除了能深入了解其推動過程中的情形,並希望從資料分析中經由探討而給予其未來經營上的建議,包含有:一、組織回歸原住民民間團體;二、師資的質與量應有計畫提升;三、推動論壇或講座彌補學術課程不易開課的窘境;四、自籌經費來源,以支應計畫相關費用;五、產業行銷,計畫性協助推廣手工藝品;六、部落人才有計畫性的培育。

With the tide of lifelong learning, the project of Community College commences and is developing prosperously in Taiwan. As a result, it contributes to the establishment of Tribal College. Since 2002, there have been 12 Tribal Colleges founded in Taitung. As the project continues on for its fifth year, some adjustments in the management and execution of the administrative organization in Tribal Colleges should be considered for the expectation that the way the project runs could be more suitable and close to the needs of the aboriginal in Taitung County.

The thesis is mainly concerned about the background of the establishment, the operation and the difficulties of Tribal Colleges in Taitung. Through analyzing texts and collecting materials by interviews, I not only want to provide a deep exploration about how the project is executed but also expect to offer some suggestions in its future development through the analysis and research—that is, (A) the management of the organization should be returned to the aboriginal people, (B) the quality and quantity of the teaching staffs should be improved, (C) held more panel discussions or speeches to make up for the difficulty in opening academic courses, (D) try to be self-financing when defraying the cost related to the project, (E) make the courses combine with the business, such as promoting the aboriginal artifact made in the class, (F) nurture the talents in the tribes with plans.
