國內工程主管機關行政院公共工程委員會為確保公共工程施工品質符合其設計及規範品質要求建構「公共工程三級品管制度」，分別為第一級承攬廠商之「施工品質管制」、第二級工程主辦機關及監造單位之「施工品質保證」及第三級工程會、主管機關之「施工品質查核」等三個層級品質管理制度，迄今已實施多年，對於近年國內公共工程品質提升貢獻殊偉。
本研究希望藉由原住民族委員會工程施工查核小組查核各工程主辦機關執行公共工程施工品質管理制度所常見各項缺失，作進一步統計與探討，研擬具體預防及改善建議，提供各工程主管機關、主辦機關、監造單位及承攬廠商作為執行公共工程之參考，以降低查核缺失重複發生。

This study hopes to use the Indigenous Peoples Committee’s project construction inspection team to check the common deficiencies of the project sponsors in the implementation of the public project construction quality management system, make further statistics and discussions, develop specific prevention and improvement suggestions, and provide the project competent authorities , The sponsoring authority, the manufacturing supervision unit and the contracting manufacturer serve as a reference for the implementation of public projects to reduce the repetition of inspection deficiencies.
