原住民族地方創生青年培力工作站之探討-以阿郎壹部落大龜文王國文化創意園區為例

研究內容

臺灣逐漸邁入「超高齡社會」,由於部落人口高齡化、年輕人口外流嚴重,以至於部落產業勞動力不足,人口又過度集中於大都市中,增加都市壓力,因此行政院將民國108年訂為臺灣地方創生元年,並於110年指示國家發展委員會提出「地方創生青年培力工作站計畫」,秉持以人為本,吸引青年返鄉及留住部落人口,振興部落經濟,創造就業機會,結合創新概念,達到「均衡臺灣」為目標。
本研究採用個案研究、參與觀察法、文獻蒐集等方式,深入阿郎壹部落訪查,實地瞭解「地方創生青年培力工作站計畫」,如何深根部落與大龜文王國文化創意園區結合,經營在地農觀產業的現況,並瞭解政府政策、部落所有組織、觀光業者、返鄉青年對發展文化觀光與地方產業的規劃與策略,以及所面臨的問題或衝突。
「大龜文王國文化創意園區」位於臺東縣達仁鄉安朔村,安朔村是一個擁有觀光資源與文化歷史豐富,族群多元的原鄉部落,近年成功整合部落資源並結合農業、文創及文化觀光、食農教育營運,創造在地工作機會。經由分析與討論後獲得以下列結論:
(一) 大龜文王國文化創意園區,以企業為主體,為當地部落開創與企業連結,並引進師資進行人才培育工作。
(二) 鼓勵員工向外發展,多接觸不同的管理經營模式,提升自我價值。為了鼓勵部落族人們多元發展,及提升民族及文化之認同與知識,每年會與學術及媒體界共同舉辦民族學術論壇,除了做文化的傳承紀錄外,更能向外推廣大龜文王國優質的文化,行銷國際。
(三) 大龜文王國文化創意園區的經營策略,與企業連結深根在地的文化與創造就業機會,吸引年輕人返鄉創業,並和國內大專院校合作,定期於部落及學校內辦理營隊及部落工作假期活動,減少城鄉發展失衡的問題,也會不定期的舉辦公益活動回饋部落及當地學校。
(四) 藉由部落深度旅遊與遊客們互動、體驗、溝通與唱歌,把遊客當家人,有助於遊客更能認識當地文化,進而增加對部落的情感,增加再度遊玩的意願。
(五) 以自己部落的傳統文化為出發點,做為產業的延伸思考,創造出文化園區的企業特色,創建與其他業者的差異性與獨特性是重要關鍵因素。
(六) 大龜文王國文化創意園區,不只聘用原住民員工之政策,不僅有助企業文化推廣,也提供不同年齡層的人就業機會。讓族群文化能更深入部落並正確地推廣,締結了原住民傳統智慧及文化傳承的新里程碑。

This study uses case studies, participatory observation methods, document collection and other methods to visit the Alang Yi tribe to understand the """"Local Creation Youth Training Workstation Project"""" and how the deep root tribe can be combined with the Daguiwen Kingdom Cultural and Creative Park. Manage the current situation of the local agricultural industry, and understand the government policies, tribal-owned organizations, tourism industry, and returning youth planning and strategies for the development of cultural tourism and local industries, as well as the problems or conflicts they face.
""""Daguiwen Kingdom Cultural and Creative Park"""" is located in Anshuo Village, Daren Township, Taitung County. Anshuo Village is an original tribe with tourism resources, rich cultural history, and diverse ethnic groups. In recent years, it has successfully integrated tribal resources, combined with agriculture and culture. Create cultural tourism, food and agricultural education operations, and create local job opportunities. After analysis and discussion, the following conclusions are obtained:
(1) The cultural creation of Daguiwen Kingdom """"The local aboriginal people start their own businesses and connect with enterprises, and introduce teachers to cultivate talents.
(2) Encourage employees to develop outwards, get in touch with different management and business models, and enhance their self-worth. In order to encourage the diversified development of tribal people and enhance their national and cultural identity and knowledge, ethnic academic forums are held together with academic and media circles each year. In addition to making cultural heritage records, they can also promote the quality of the Great Guiwen Kingdom. Culture, marketing internationally.
(3) The business strategy of Daguiwen Kingdom Cultural and Creative Park is to connect deeply rooted culture with enterprises and create employment opportunities, attract young people to return to their hometowns to start businesses, and cooperate with domestic colleges and universities to regularly stay in tribes and schools. Organize camps and tribes working holiday activities to reduce the problem of urban and rural development imbalance, and occasionally organize charity activities to give back to tribes and local schools.
(4) Through the in-depth tour of the tribe to interact with tourists, experience, communicate and sing, treating tourists as family members will help tourists better understand the local culture, thereby increasing their feelings for the tribe and increasing the willingness to play again.
(5) Taking the traditional culture of one''s own tribe as the starting point, as an extension of the industry, creating the corporate characteristics of the cultural park, creating the difference and uniqueness from other businesses is an important key factor.
(6) The Great Guiwen Kingdom Cultural and Creative Park not only employs aboriginal employees but also helps promote corporate culture, but also provides employment opportunities for people of different ages. Allowing ethnic culture to go deeper into the tribe and promote it correctly, marking a new milestone in the traditional wisdom and cultural inheritance of the aborigines.
