原住民青年返鄉就業的漫漫長路:以社區產業為例

研究內容

本研究旨在探討原鄉部落社區產業發展的困境與出路,以及探析社區產業提供原住民青年在地就業的可能。為達研究目的,本文採取訪談法針對大安溪流域泰雅族部落返鄉就業之原住民青年,進行質性資料的蒐集與分析。希冀透過蒐集在地原住民青年的生活體悟,對原鄉部落社區產業發展、返鄉在地就業等議題進行探究,期盼能依此提供一些改善/提升原鄉部落就業、教育環境的思索路徑。循此,本研究依研究結果,提出幾項因應原鄉部落社區產業困境與培植原住民族青年能力之政策省思:(一)以跨校、跨領域之產學合作模式連結部落社區產業,培植族人經營管理知能;(二)鼓勵、媒合都會社區與原鄉部落社區組織組成「姊妹社區」,促進交流;(三)架設整合型數位學習、資訊公布網站,提高資源可近性;(四)大專院校原住民學子之就學優待減免政策、獎學金制度除身分資格、學期成績條件外,理應加入文化課程和活動參與認證機制,藉以調整減免、獎金額度,以促進原住民學生參與文化課程與活動的意願。

This research investigates the difficulties and way-outs to the industry development of the aboriginal tribal communities and explores the possibilities of employment the communal industry offers to the young aboriginal generation. To achieve these goals, this qualitative research gathers and analyzes data through interviews to the young aboriginals in the Atayal Tribe along the Da’an River Region who returned to hometown for employment. This interview gathers the young aboriginals’ life experience.Through the data gathered, the industry development in the aboriginal community and the employment for the locals and home-returns will be investigated.It is hoped that this research will be beneficial to the improvements of the employing and education environments in aboriginal communities.Focus on the difficulties which the aboriginal communal industry may face and the empowerment of young aboriginals, as well as on the rethink of their related policies, suggestions will be proposed: (1) link the collaborations among universities and different areas to the communal industries, and foster aboriginals’ management skills and knowledge; (2) encourage and matchmake metropolitan and tribal communities to form “sister communities” and facilitate communication; (3) establish a website that integrates digital learning and information exchange to increase the accessibility of resources; (4) for the benefits for aboriginal students in universities, such as tuition-fee waiving policies, scholarships without identity checks and scholarships for distinguish students, cultural courses and activities as well as a certificate mechanism of aboriginal students’ participation shall be added to adjust the amounts of scholarships in order to increase their willingness to attend such courses and activities.
