臺東縣原住民文化創意產業園區營運績效評估之研究

研究內容

隨著2002年我國發佈《文化創意產業發展第二期 (2008—2011) 計劃》中,首次提出創意文化園區推動子計畫,不僅中央政府開始重視發展文化創意產業園區,地方縣市政府也積極爭取地方文創園區的創辦。2015年在臺東縣縣政府努力的爭取下得到了國家發展委員會及原住民族委員會的支持進而籌備創辦臺東縣原住民文化創意產業園區,台灣第一個以原住民為主題發展的文創園區,希冀以結合城市發展軸線概念,以文創產業軸帶概念,進行區域產業串連,希望達到文化創意產業與所在城市整體區位發展、人才及產值全面提升之效果。
本研究以臺東縣原住民文化創意產業園區(以下簡稱本園區)進行個案研究來探討個案園區營運績效成果及其可持續發展之建議。研究方法採用混和式研究,以立意抽樣「產、官、學」三面向關鍵人進行初評,發現文創園區營運評價指標會因園區之差異導致有部份評估項目不適用或致使受評者未答之情形。根據初評調查結果,本研究再以半結構訪談法進一步的深入了解受評者意見想法,爰得出初評之文創園區營運評價指標因探討園區自身條件與服務對象等差異性尚有其限制與調整空間。最後,本研究結果發現個案園區經評估結果目前整體等級在商業模型理論皆為良好狀態,但細部營運單位需持續整合相關強化議題,以達永續自主營運目標。對於未來個案文創園區營運實務上,本研究提出以下建議:
一、確立定位園區功能,焦點目標客層行銷,吸引關鍵民眾參與
二、連結地方相關機構,活化在地文化觀光旅遊,以創造原民生機
三、廣納多元多樣化原民文化創意,提升創新創意能量,以利在地行銷國際
文創產業跨域廣泛,個案園區未來擬積極在各領域內進行人才培養,提升臺東原住民藝術人才多元專業取向,並提供更多跨領域交流與創作集展示,增強區域內美感素養外提升區域原住民孩童文化認同感建立,進而提高未來區域內原民文創產業力之能量與素質。

With the release of the Second Issue of Cultural and Creative Industries Development (2008-2011) Plan in 2002, the first proposed creative culture park promotion sub-plan, not only the central government began to attach importance to the development of cultural and creative industrial park, local county and municipal governments are also actively striving for the establishment of local cultural and creative park. In 2015, under the efforts of the Taitung County Government, the National Development Commission and the First Nations Committee supported the establishment of the Taitung County Aboriginal Cultural and Creative Industrial Park, Taiwan''s first indigenous-themed development of the creative park, hoping to combine the concept of the axis of urban development, with the concept of creative industrial axis, regional industrial linkage, hoping to achieve the cultural and creative industries and the overall location of the city, talent and output value of the overall improvement of the effect.
This study explores the results of the park''s operating performance through a case study conducted by the Taitung Indigenous Cultural and Creative Industries Park (TTICC).The research method of this study is mixed research, in order to create a sample of """" Industries, Official, Education"""" three for key people to conduct a preliminary evaluation found that the operation evaluation index of the TTICC will be due to the differences in the park lead to some of the evaluation projects do not apply phenomenon or cause the subject to not answer the situation. The study was conducted based on the results of a preliminary evaluation. It found that due to differences in the conditions of the cultural and creative park, some evaluation items were not applicable, or the evaluation did not answer. Based on those results from the preliminary evaluation still have limited and adjustment space.
Finally, the results of this study found that the overall grade of the case park was assessed as good, but the detailed operating units need to continue to integrate the relevant strengthening issues in order to achieve sustainable independent operation objectives. This research puts forward the following suggestions for the operation practice of the cultural and creative park in the future case:
1.Establish the positioning of the park function, focus on target customer marketing, and attract key people to participate.
2.Link local related institutions to activate local cultural tourism and tourism to create the vitality of the aboriginal people.
3.Widely accept diversity of indigenous cultural creativity and enhance the capability of innovation to internationalize local marketing.
The cultural and creative industries are extensive across regions, and the case parks intend to actively train talents in various fields in the future, enhance the multi-disciplinary professional orientation of Taitung Aboriginal art talents, and provide more cross-cutting exchanges and creative set displays, enhance the regional aesthetic literacy outside the region to enhance the regional indigenous children''s cultural identity, and thus improve the energy and quality of the original indigenous creative industry in the future.
